Thc school is located at 7250 East Ramsey Parkway. Eleven temporary trailers, housing 22 <br />classrooms will be located in the west parking lot. The placement of these structures within the <br />parking lot has been approved by the Fire Chief for emergency vehicle access and has been found <br />to be acceptable. The Planning Commission recommended approval of the request for an interim <br />use permit, with the addition of language that states if parking is not available, alternative off- <br />street parking must be utilized. <br /> <br />Police Chief Way advised there should be language included to state additional parking will not <br />be on Ramsey Boulevard or CR 116. <br /> <br />Councilmember Elvig inquired about the age groups that will use the temporary classrooms, and <br />expressed concern with the safety of younger children. <br /> <br />Stevc Bosacker, representative of P.A.C.T. Charter School, explained the younger kids will be <br />inside the gymnasium. Kindergarten through 4th grade will be inside and grades 5 and 6 will be <br />as close to the entrance of the building as possible. They will also need to make <br />accommodations for special education close to the entrance. The secondary students would be <br />further away from the building. Councilmember Elvig's point is well taken, and they are most <br />concerned about the young ones who are not as aware about safety issues. During the day when <br />school starts they are going to block off the drop-off lane completely so there is no traffic <br />between the portables and the building. <br /> <br />Cotmcihncmber Pearson commented he was at the Planning and Zoning meeting when this was <br />discussed, and they did a thorough job of touching on just about everything. There was <br />discussion regarding the students that would drive and the number of cars, and where the parking <br />would be. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Elvig, to adopt Resolution #04- <br />05-135 adopting Findings of Fact #0675 relating to a request for an Interim Use Permit to place <br />temporary classroom structures on the P.A.C.T. Charter School site until October 15, 2004. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Motion by Councihnember Pearson, seconded by Councilmember Cook, to adopt Resolution <br />#04-05-136 to approve the Interim Use Permit to place temporary classroom structures on the <br />P.A.C.T. Charter School site until October 15, 2004, based on Findings of Fact #0675 and <br />declaring the terms of the permit. <br /> <br />Assistant Community Development Director Trudgeon indicated staff will add a prohibition of <br />parking on Ramsey Boulevard and CR 116 to condition #4. <br /> <br />Motion carried.
