City Administrator Norman explained the developer would like the City to take the official
policy that they would never close Armstrong Boulevard. He argued the City does not have that
choice. By having a policy with priorities they have something official that says the City will
work on this interchange. A trade pattern will be established by the time anything occurs. The
developer can live with this policy.

Motion by Councihnember Cook, seconded by Councilmember Pearson, to adopt both the
marketing statement of Town Center development west of Armstrong Boulevard and the Official
Transportation Policy language as City Policy, with the change to the marketing statement to
include "large retail" between "discourage" and "grocery".

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Kurak,
Strommen, and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) City Street Signs

Councihnembcr Pearson stated he found some Ramsey street signs in his field. This costs money
to the City when they have to send crews out to replace the signs, and it also gets to be a safety
issue.

Mayor Gamec inquired when the changing over to the larger street signs will be complete.
Public Works Director Kapler replied this is the fifth year, and by the end of the year it should all
be complete.

Councilmcmber Kurak directed staff to look into a stop sign that has been lying down at thc first
right hand turn onto Alpine Drive off of Highway 47.

2) Commendation of Park Department

Mayor Gamec commended the Park Department for the condition of the parks. He stated he
toured the City yesterday and went through most of the parks, which were maintained very well.
Public Works Director Kapler replied he will pass that information on. He noted a Public Works
employee, John Nelson, was .just married on Friday, and he would like to recognize Mark
Riverblood for his hard work while John is away.

3) Catholic Church

Mayor Gamec noted there was an article in the paper in regards to the addition of a catholic
church coming to the City of Ramsey. He will be meeting with the church on the 7th, 8, or 9th of
June and will report back to the Council.

4) EPTF Guest Speakers

City Council/May 25, 2004
