company makes rotary valve systems that will be able to inflate semi-tires as the semi is going down the road. Their valve systems are used by the federal government for other applications as it rclates to the space program, in addition to applications in the auto industry. The company will grow rapidly and will certainly have more than 20 jobs. Councihnember Elvig asked if there is any adjacent property that allows for expansion. Consultant Mulrooney replied there is another lot adjacent to this lot that is currently vacant. There is also a large lot available for future growth behind this property as well. Councihncmber Elvig stated he would like to make sure they keep their eye on this. It is hard to get good busiuesses in Ramsey and they should do whatever they can to make sure the business has the ability to expand. Consultant Mulrooney indicated approximately 60 percent of the 30,000 square foot building will be used at this time. Rotary Systems intends to lease out the remaining space and utilize it as their company grows. Motion by Councilnnember Elvig, seconded by Councilmember Pearson, to authorize a business subsidy agreement with Rotary Systems, Inc., and to authorize execution of a development agreement with Rotary Systems, Inc., contingent upon review by the City Attorney. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, Strommen, and Zimmerman. Voting No: None. Case #3: Report fi'om Finance Committee Councilmember Elvig reported the Finance Committee met this evening and discussed the following cases: Case #IA) Purchase of Drug Seized Car for City Use Policc Chief Way reported the City is in possession of a 1995 drug seized Lexus. They are interested in using it for a staff vehicle for the Police Department. The payoff of the vehicle is $600. The vehicle may need a little bit of work, although it does have brand new brakes. The vehicle has approximately 80,000 miles. It would be put into service as an administrative car and one of the other vehicles would be passed down or possibly sold. The maintenance on the old squads is very high, and the gas mileage may also be much better on this Lexus. Staff would like direction fi'om the Council regarding this issue. If the vehicle is sold the money would go into the drug forfeiture fund and be used to purchase equipment. If it is determined this is a road worthy car they would get at least two to three years of use from the vehicle. Councihnember Elvig reported the recommendation of the Committee was to recommend that the City Council approve the use of the 1995 drug seized Lexus for staffuse. He does not know that it was made contingent that there would not be a lot of maintenance needed on the vehicle, City Council/May 25, 2004 Page 8 of 27
