However, it could be a good thing to show if someone does <br />drugs in their City they will take their vehicle away. The Committee recommended this be <br />approved. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Zimmerman, to ratify the <br />recommendation of the Finance Committee in Case #Al and to approve the use of the 1995 drug <br />seized Lexus for staff use. <br /> <br />Further discussion: Councilmember Elvig noted this does not set a precedent, as there are a <br />couple of other vehicles where the same thing was done. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Zimmerman, Cook, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Case #1) Amend Capitalization Threshold for Fixed Assets to $5,000 <br /> <br />Finance Officer Lund reported the City currently has a policy in place that includes a fixed asset <br />threshold for fixed assets in the amount of $1,000. For year ending 2004, the City is required to <br />implement GASB #34 which is a new reporting model of how the City's Comprehensive/mmual <br />Financial Report (CAFR) is to be presented. For purposes of this reporting, cities are <br />establishing/and or updatiug fixed asset thresholds so that they are not too low, such as the <br />$1,000 currently in place at Ramsey. The lowest threshold that cities are using has been $5,000 <br />per fixed asset. <br /> <br />Case #3) Replacement of Alco-Sensors & Camera <br /> <br />Police Chief Way reported the Police Department is seeking to replace three Alco-Sensor <br />instruments, which are used for the detection of drunk drivers. The Police Department is also <br />requesting the replacement of a 35mm camera with a digital camera, there is sufficient money in <br />the equipment replacement fund for this purchase. The Police Department is also requesting the <br />purchase of an additional digital camera, which would be funded through a police line item. <br /> <br />Motion by Councilmember Elvig, second by Councilmember Zimmerman, to ratify the <br />recommendation of the Finance Committee in cases 1 and 3, and to approve the Capitalization <br />Threshold for Fixed Assets Policy in the amount of $5,000 and adopt Resolution #04-05-130 <br />adopting the threshold policy, and to adopt Resolution #04-05-131, authorizing the replacement <br />of three (3) I)reliminary Breath Test instruments, the replacement of one (1) digital camera, and <br />the purchase of one (1) additional camera for an amount not to exceed $2,620.00, utilizing <br />$2,275.35 from the equipment replacement fund with the remaining amount funded under police <br />linc item accounts. <br /> <br />Further discussion: Councihnember Zimme~wmn asked if the total number of Alco-Sensor <br />instruments will be three.
