-2- <br />Regular Meeting <br /> 2/28/7? <br /> <br />with League staff and Metro Council and a couple of their planners and <br />Peggy Reichert. <br /> <br />Attorney Goodrich asked Council to prepare to have an ordinance ready to take over <br />when the moratorium expires on April 27, 1977. The plan is scheduled to be <br />through the Metro Council by the 1st of April. <br /> <br />Mayor Cox asked the attorney to indicate to Metro Council that this dilema <br />does face the City. He said people do not realize what it costs for our <br />legal department and staff to respond to their requests that are not concrete. <br />There is a $5,000 grant available to the City, however, that doesn't even <br />cover the cost of communications. <br /> <br />Mr. Nereson asked Council to consider a 60 day extension on the moratorium <br />even if things get approved before an ordinance is adopted to allow for <br />detailed work sessions between the Council, P & Z, and Mr. Nereson so everyone <br />understands clearly what we are adooting so we can make sure it is 100% <br />satisfactory. <br /> <br />Mr. Nereson reported that in the last two weeks he estimates between 80 and 90 <br />percent of his time has been spent with other planning agencies of one form <br />or another and the remaining time has been on City of Ramsey affairs. <br /> <br />Council expressed their concern on the amount of time and money these agencies <br />drain out of the City. <br /> <br />Mayor Cox said he feels the people's input in government is slowly being taken <br />away. <br /> <br />Attorney Goodrich reported on Bills before the legislature which will take <br />prosecution of misdemeanors from local governments. <br /> <br />Mayor Cox said this is another step toward taking away free enterprize. He said <br />local government people ought to have a change to be involved in this. He directed <br />the attorney to keep abreast of the matter and forward a letter on this matter <br />to the appropriate persons. <br /> <br />Attorney Goodrich reported that he has reviewed t~Fire Contract with the City of <br />Anoka. He suggests omitting the'word "building" before the Words '~ <br />"fire in the City, paragraph 3, 1st sentence. Otherwise, it is the same <br />contract as in the past. <br /> <br />Attorney Goodrich reported regarding the Park Commission ordinance stating that <br />the Council has the legal right to pay them if they so desire. <br /> <br />He suggest the Council designate an official map concept as it relates to park <br />areas. It is a good idea to designate the park areas now and then developers <br />would have to come to the City first and the City would then have six months <br />in which to purchase the land. <br /> <br />Councilman Gorham replied in order to do that we would pretty well have to know <br />definitely what we want for park land. He doesn't think the City is at this <br />point yet to set it down on an official City map. <br /> <br />Attorney Goodrich stated that these areas may develop rapidly and we can't take <br />that attitude too long. <br /> <br /> <br />
