Councilmember Kuzma stated he would like Asst. City Administrator/Economic Development <br />Manager Brama to work with the representatives from McDonalds further. He said a contract is <br />a contract, and though it can be changed, we need to look at the compensation side. <br />Councilmember Riley explained many people that bought land from the City talked about <br />becoming partners. He said the City doesn't want the land back; it wants McDonald's to be here. <br />The City wants development. Contracts can be changed, and it should be equal on both sides. <br />He said it is a good idea to work with the restrictive covenants. It makes the other land owned <br />by the City be more marketable. <br />The Representative from McDonald's asked if Councilmember Riley _ was talking about the <br />property to the north when he mentioned the restrictive covenant. <br />Councilmember Riley confirmed. <br />Mayor Strommen said she didn't think the restrictive covenant served a good purpose. She <br />pointed out when the property was purchased, there was no plan of the interchange. She said the <br />timeline is not to sell land, but have it sit. The plan should be to develop. She said she would <br />like to see the restrictive covenant. <br />Councilmember Williams commented the restrictive covenants don't benefit the city. She said <br />she would like to see development. <br />The consensus of the Council was to revise the Agreement. <br />Asst. City Administrator/Economic Development Manager Brama said he would bring a revision <br />of the agreement back to the Council in February. <br />2.04: Consider Tinklenberg Group Proposal for Professional Services Contract Extension <br />City Administrator Ulrich reviewed the staff report. <br />Mayor Strommen stated she met with Mr. Tinklenberg and there seems to be an opportunity with <br />movement on the TIGER Grant process at the federal level. Because of the surplus, and focusing <br />on public transportation, it is timely to continue this contract. She noted further discussion is <br />warranted. She suggested arranging regular updates with the Council to stay up to date. She <br />said the City will need to continue to reassess the strategy and the City's position. <br />City Administrator Ulrich stated specific language can be added regarding working with the <br />County. <br />Councilmember Shryock asked if the Council is clear that at $5400 per month, the City is the <br />Tinklenberg's primary client.
