Anoka <br />County, Minnesota. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, Johns, Kuzma, <br />Riley, and Williams. Voting No: None. COUNCIL BUSINESS <br />7.01: Introduce Ordinance #16-1 Establishing an Administrative Grading Permit that <br />Involves the Addition or Removal of Between 40 Cubic Yards and 400 Cubic Yards <br />of Earth Material <br />Housing Intern Michael Healy reviewed the staff report and recommendation from staff and the <br />Planning Commission to adopt Ordinance #16-1 establishing an Administrative Grading Permit <br />for grading activities that will disturb forty or more cubic yards of earth material. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to introduce Ordinance <br />#16-1 Amending Section 117-58 (Reserved) of the Ramsey City Code. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, <br />Shryock, and Williams. Voting No: None. Absent: Councilmember LeTourneau. <br />7.02: Consider Adoption of Resolution #16-01-003 Accepting Feasibility Report and <br />Ordering Public Hearing for Improvement Project #16-00, Division C; Andrie <br />Street and 164th Lane Reconstruction <br />City Engineer Westby reviewed the staff report and recommendation that City Project No. 16-00 <br />Division C is feasible, necessary, and cost-effective from an engineering standpoint and therefore <br />recommend adoption of Resolution #16-01-003 Accepting Feasibility Report and Ordering <br />Public Hearing for Improvement Project #16-00, Division C; Andrie Street and 164th Lane <br />Reconstruction. He reviewed the comments gathered from meetings held for the public. The <br />comments differed from meeting to meeting. He noted a design from 2008 was discussed which <br />had a multi use lane. He pointed out the state does not recognize the term "multi use lane".
