He stated notices will be sent to all the <br />affected property owners to notify them of the public hearing if it is approved, as well as to <br />notify them of assessments. He stated he recommends adopting this Ordinance to complete the <br />roadway in 2016. <br />Councilmember Kuzma asked Mr. Westby to explain the 32' multipurpose road. <br />City Engineer Westby stated the 32-foot road would have two, 11-foot lanes on each side. There <br />would be no designated bike lane. There would be no pedestrian facilities at all. <br />Public Comment: <br />Bill Kingston 15760 Andrie Street NW, Ramsey, stated he has been a resident since 1993. He <br />thanked the staff for holding multiple City Input Sessions on this topic. He said there are several <br />common themes. One of them is that the road does need to be reconstructed. Another is that the <br />drainage needs to be repaired. The third is that the general populace prefers to keep the look and <br />feel of the road, and everyone wants to keep the cost down. He reviewed the history of the <br />feasibility study, the meetings that were held, and the statistics of comments that had been <br />received. He noted he has spoken with Mitch Rasmussen, Director, State Aid, regarding the '8 <br />foot multi use lane. He said Mr. Rasmussen reiterated the term "multi use" is not recognized by <br />MSA. Mr. Rasmussen suggested adding an 8' parking lane, and the City could use that 8' as they <br />see fit after it is approved by the state. Mr. Kingston suggested Option #2 be approved tonight <br />with the modification of designating parking on one side. He said his rationale for that option is <br />that it wouldn't affect the work done to date, and it provides lower construction costs. He noted <br />the parking lane would not be used that often. It would most likely be used for weddings or <br />graduations. He said he does not see much parking in that area except when there is an event. <br />David Ballard, 9370 164th Lane NW, Ramsey stated he has been at this residence since 1988. He <br />said he helped put 164th Lane in. He said he isn't clear why the City wants to put an expensive <br />road in. He stated he would like to keep the original size of the. road. He discussed issues with <br />weight limits on the road, the fact that children are in the area, and the potential cost for <br />rebuilding the road. He asked the Council to shelf these options and keep the road as it is. He <br />said there is little parking on the road, and the little parking there is seems to be monitored by <br />homeowners. He acknowledged the road does need alignment. He suggested the <br />Councilmembers keep in mind that this is not main thoroughfare. This is just a way for residents <br />to get to their homes. <br />Brenda Johnson, 15951 Andrie Street NW, Ramsey, stated she moved in 2012. She said she did <br />bring up the design of the 32' multi use road at an open house. She said there wasn't much <br />parking on that road, except for events or by City Maintenance. There is not a lot of traffic. She <br />stated the bike lane is not needed. Most people bike on the trails; there are not many that use the <br />street.
