Bart Kremers, 15821 Andrie Street NW, Ramsey, stated he moved in 2001. He said he walks <br />Andrie Street every day and has never had safety concerns. He stated there is no need to stripe <br />the bike lane. He commented the multi use option is a great compromise of the two plans. <br />Clark Johnson, 15951 Andrie Street NW, Ramsey, stated he has no dog in this fight, though he <br />will have to pay assessments. He said they have used the parking area for their own family <br />events at times. He said he also spoke with Mitch Rasmussen with State Aid, and asked if the <br />32' multi use lane could be feasible. Mr. Rasmussen stated it would be classified as a low <br />density street, though it connects to a MSA road. It could be removed from the rolls, however, <br />there would need to be two feet added to the road somehow to keep it up to MSA standards. It <br />would have concrete curb and gutter if it was a MSA road. He said bituminous curb does not do <br />well in the long run. Mr. Rasmussen had given him the advice that once the road is approved for <br />MSA funds, the city can do as they need with the street. Mr. Johnson said he has been on this <br />road at all hours of the day, and rarely does he see people walking or biking. He said he rarely <br />meets a vehicle. <br />Councilmember Kuzma asked City Engineer Westby to confirm what the assessments are based <br />on. <br />City Engineer Westby stated the assessments are based on a 30' road with curb and gutter. The <br />curb and gutter are going in, no matter what the decision is on the roadway. If it is decided to go <br />to a 32' width, it will only slightly change the assessments. The assessments are based on what is <br />in place now. If the road is widened, it has little impact on the amount of assessments. <br />Councilmember Kuzma stated he understands that residents want the 32' road. He stated he <br />received a lot of calls from people that want a bike lane and/or sidewalk. Each meeting for this <br />item has been totally different as far as what the residents prefer. He noted he would prefer the <br />bike lane. It wouldn't be much different than how it is now. <br />Councilmember Shryock asked for an overview for the requirements for a MSA road. <br />City Engineer Westby explained the pavement section is required to be a 9-ton section. If there <br />is an on road bike lane, it sets the other widths. It is up to the city whether to allow parking or <br />not. If the city decides to not allow parking, it will need to pass a no parking resolution. There is <br />no need for a no parking resolution if the city does allow parking. He said it is very common to <br />have a no parking resolution with MSA projects. <br />Councilmember Shryock inquired if parking would be allowed if there were no parking bump <br />outs. <br />City Engineer Westby replied there could be parking, or space to use as desired on one side of <br />the street, if the street is 32' wide. The Police Department would be included in discussions for <br />signage. This could be a shared space. <br />Councilmember Shryock suggested the shared space could be used for pedestrian traffic or bike <br />routes, and call it a bike route.
