-3- <br />Special Council Meeting <br /> 8/15/77 <br /> <br />Mr. Menkveld indicated that this was not practical because the dollar return <br />on investment was greater with mobile home park sites and the fact that he <br />has spent probably $60,000 to $65,000 of investment in his present <br />mobile home park plans. <br /> <br />Engineer Dick Sha directed some comments at the building plans for the <br />central treatment facility. He indicated that he felt that a septic tank <br />with a disposal field would probably be more effective than the package <br />treatment facility as proposed by Menkveld. He indicated that cost <br />differences would exist between the two systems and the location of the <br />treatment facility and the absorption field could easily be relocated out <br />of the roadway alignment, and could possibly represent some savings to <br />the developer. <br /> <br />After some private discussion between himself and his client, Mr. Menkveld, <br />Mr. Neilson presented the following proposal: His client, Mr. Menkveld, would <br />agree to sign the roadway acquisition agreements under the following <br />conditions; <br /> <br /> 1. That the N 1/2 of the NE 1/4 of Section 28, property West of Co. Rd. 56, <br /> be rezoned to its original industrial classification. <br /> <br /> 2.The N 1/2 of the NW 1/4 of Section 27, East of County Road 56, be left <br /> its present industrial zoning. <br /> <br /> 3. The mobile home special use permit for the N 1/2 of the NE 1/4 of <br /> Section 28 will be effective for Gilbert Menkveld, his heirs, successors <br /> or assigns for a minimum period of five years from 8/15/77 if a mobile <br /> home park is not actually erected at this time. <br /> <br /> 4. Gilbert Menkveld will have the right to put in single family residential <br /> construction on one acre lots anywhere in the N 1/2 of the NE 1/4 of <br /> Section 28, West of Co. Rd. 56. <br /> 5. Menkveld's dedication of the Industrial Road both on the East and West sides <br /> of Co. Rd. 56 will be in lieu of any park dedication either East or West <br /> of Co. Rd. 56 and also will be the benefit to his assigns. <br /> <br /> 6. The City of Ramsey will permit a septic sewer system for a mobile home park <br /> and the septic system location could be West of Co. Rd. 56. <br /> <br /> 7. One acre zoning would apply for single family dwellings in the S 1/2 of the <br /> SE 1/4 of Section 21, Township 32, Range 25. <br /> <br /> 8. Gravel roads in Section 21 and also Section 28 if single family dwellings <br /> were constructed would be allowed and represent a variance from the <br /> subdivision ordinance pertaining to road surfacing. <br /> <br /> 9. No special assessments for Industrial Boulevard would be levied against any <br /> Menkveld property in Section 27, 28, or 21. <br /> <br />10. Menkveld will have the right to put whatever underground facilities <br /> necessary under Industry Boulevard to allow construction of a septic <br /> system in the NW 1/4 of Section 27 if necessary. <br /> <br /> <br />
