Regular Meeting
Aug~st 22, 1977
Page Two

oLr~ ~_~usYN~S

1. Industry Road Agreements

~r. Gilbert Menkveld and his attorney, Mr. Jim Neilson, were present. Er.
I~ei].son indicated that he had received a copy of the agreement proposed by the
City Council on Friday and that he and Mr. Menkveld had met and gone over the
agreement this morning. They redrafted it and presented it to the City Council
tonight.

~r. Meilson explained that the first two pages only included changes in the
legal description,

Mr. ~enkveld was told he has three options on his land: single family dwellings
on one-acre lots, industrial, or mobile hc~es. Once one was initiated, then the
balance of the parcel is to be used for the same purpose. This is the consensus
of t~ Council.

Mr. Neilson asked what was included under heading industrial. He was told that
by ~r. Nereson that it meant no retail establishements that sold final goods to
the consumer. Ne said such things as light manufacturing, offices, supply
yards, truck terminals etc. are included.

Mr. ~'enkveld said that he was planning to have such things as a laundry, store and
beauty parlor in his mobile home park. Attorney Goodrich told him that if this
was included in the overall plan of his mobile home park and just the residents
used it, then it would meet the mobile home ordinance.

Mr. Neilson's n~xt change was in regard to the present mobile home ordinance and
saying that the park will be built in compliance with that ordinance. Attorney
Goodrich said that he did not see from a planning standpoint that the ordinance
would change, and the language of the agreement was agreed, on between the two
attorneys.

Mr. Neilson said that the next change 'they proposed is on the bottom of Page 3.
They want it that not the entire sewer system be subject to examination by the
city engineer b~t just at the exact site. Attorney Goodrich and the Council
said that tha~ would be no problem. Regarding the proposed sewer system, Er.
Neilson said that the land owner did not want to agree to what is proposed in
the future when he doesn't know what it is.

Er. ~,enkveld wanted to know the differences between the present septic system
and the proposed system. Mr. Nereson explained it would be basically the same
except that the drainage field will be larger and may have Certain soil require-
~ents.

There was discussion on the relocation of a sewage treatment tank located on Mr.
Menkveld's property lthat is on the land that Ramsey wishes to ~¢q~e ~for ~e
right of way. Mr. Menkveld was asked df he would agree to hold handless liability
so that he wo~ld be responsible in the event the tank was damaged whe~ it was moved,
an~ he sai~ no.

Regarding the layout of the road, it was the consensus of the Council that the road
should be straight if possible.
