Public ~earing <br />October 17, '1977 <br />Page Three <br /> <br />~'.~'ayor Cox explained that nothing can be done about things that happenGd in the <br />past and that the purpose of this Eearing is to discuss the revised present <br />ord inanc e. <br /> <br />I~'rr. I,ane asked when the inspections would start. <br /> <br />jv:r. I'<ereson explained that there is a section in the ordinance whimh indicates <br />that the inspection system will not start until the City is able to fund <br />the position and that for the first couple years it ~ll probably be iEpossible <br />for the inspector to inspect about 3,000 tanks in two years. He said that <br />it will[ be started when it is funded and initiated. He explained that now <br />the tanks that are repaired are inspected. <br /> <br />~,jr. I~ane said that when he went to get a digging permit when he was going to <br />repair his system he asked for specifications and said he could get none ~. only <br />verbal. <br /> <br />~'r. ~,~ereson said that Ramsey fSllows State building codes so it should be <br />available. ~r. Lane said that ~r. %'~irz said he used to have alot of them_, <br />but did not have any at the time he was there. <br /> <br />Attorney Goodrich discussed changes in the zoning ordinance and explained that <br />the following have been eliminated~ <br /> <br />A I - A~ricultural; R 2 - Urban Residential; B 2 - General Business; <br />C I Conservation; C 2 Conditional Agricultural. <br /> <br />The fo].lowing have been created: <br /> <br />Ut~. Urban Residential; UEP~ Urban Existing Residential; I~','B Urban ~.~ultip~[e Use; <br />UP, Urban Business; UC Urban Conservation; ROS Rural Open Space (which only <br />affects General Mills). <br /> <br />The 1990 Urban Development Area, the Transition Area and the Rural Service <br />Area have been created. <br /> <br />IZe explained that Ordinance 73-5 listed conditional uses and the proposed <br />ordinance will now try to eliminate them. It will eliminate as home <br />occupations those activities that might be carried on in one's garage <br />and require that it be conducted only in the principle structure. <br /> <br />~e said there is a temporary conditional use section added. It provides for <br />an abbreviated hearing process for certain conditional uses and has added <br />language defining certain terms. <br /> <br />b'ayor Cox asked for public comment. <br /> <br />t,:r. Gustafson asked if copies of the ordinance were available and Mr. Nereson <br />told him that a limited number were available and anyone wanting one could <br />leave their name and a copy would be reprod, uced for them. <br /> <br />lichard Darstow asked questions regarding the 10 acre lot sizes and 2-1/2 acre <br />lot sizes. ~r. Nereson told hie that the City is at l0 acre size because the <br />~etropolitan Council forces it. ~!r. Darstow said the value of the land is <br /> <br /> <br />
