Public ~ earing
October 17, 1977
Page F our

being decrease~ by creating the large lot sizes. Yr. ~ereson told hff~ ~hat
Ramsey's actions are for the development and best welfare of the City and
cannot be held responsible to guarantee a return on anyone's property.

~ir. Barstow said that you can't blacktop for 10 acre lots. Mr. Fereson
said that an alternative may be t~at if a developer was doing a nice job
for the City in plotting etc. that the City could certainly review a case on
~ts individual merits.

George Piqquis wanted to know if the zoning line could be moved up to follow
Trout Brook to maintain the same market value on the land, Attorney 5oc~_rich
asked what the water level was and ~r. Piqquis said that all the borings have
been taken and the highest level is about 6 feet and the rest about l0 = 12 feet.

~'r. Gustafson talked about the Grosstine building and the zoning error that
occorred in the past. ~ttorney Goodrich told him that now is the time he
should be trying to convince the Council to change it back because the whole
map is being changed. He recommended that Br. Gustafson give his reas
why he thinks it should be residential.

l,.,r. Oustafson said that it is corm~ercial and if Mr. Orosstine comes in and
asks for a permit to extend his lot down to Eivlyn, there is nothing that
can be done about it.

I~'ayor Cox asked Yr. Gustafson what exactly he wants the staff to review at
this time and Fr. Oustafson said that lot that was always residential and
now you say is commercial. He also s~,ated that it is against the ordinance
because ~.t is not 300 feet from the river, but the City already issued a
build lng permit.

Fayor Cox said you would like to see the line back 30 feet from the
bui]_ding as commercial -- we will then review that.

Lt. Gustafson said he would like to see the blacktop off the cityboulevard
to get rid of the semi trucks parking there. ~'r. Nereson said that that
does not appear to be a zoning issue whereas the lot and zoning are,

When ~'r. Gustafson asked for the Council's opinion, Mayor Cox told him that
no decisions would be made and that it wasa time for him to put in his opinions.

Gary Petrucci asked if the tax base is lower on l0 acre lots and Eayor Cox
said not necessarily.

i~ichard t~,arst,ow said he owns property on 17)rd and wanted to know if there is
any chance that it could be changed to com~,erc, ial later on. ~,:ayor Cox explained
the over al.]_ plan is to keep industrial and commercial in those areas that are
designated as such and that Mr. Barstow's request wou]..d probably be met with
discouragement at, this time.

.tJayor Cox said that there are two pieces of property, one belonging to ~'{ill
Aydt and one to Gale Gotham,, that whould be handled in the same way, e~,t~er
that they be given a !~'~ zoning or be given a special district zoning.
