Special Meeting/ Council <br /> October 20, 1977 <br /> <br />SPECIAL MEETING <br />RAMSEY CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the City of Ramsey held <br />a Special Council Meeting on October 20, 1977 at 5:00 p.m. at <br />Ramsey City Hall, 14100 St. Francis Boulevard N.W., Anoka, MN 55303 <br /> <br />Present: <br /> <br />Councilman Gamec <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Phil Nereson, Administrato~ <br />City Atty. Goodrich <br />Architect Jack Boatman <br />Scott Rudie <br />Dennis Nelson <br />Clayton Berg, Bldg. 0ffic. <br />John Hall, A & P <br /> <br />Acting Mayor Muller opened the meeting and led the Pledge of Allegiance. <br /> <br />Mr. Muller explained that the purpose of the meeting was to discuss <br />Change Order No. 7 on the new Ramsey City Hall and Fire Station <br />construction project. <br /> <br />Phil Nereson, Project Coordinator for the City on this project <br />explained the status of the construction project and the change orders <br />that have occurred to this date. He also explained that Change Order <br />No. 7 was to add a manhole and lift pump system to the projects <br />drainfield and sanitary waste system. The reason the change is <br />necessary is that the system was designed for a drainfield which <br />would have seven feet of cover or seven feet below grade. The <br />State Code governing drainfield systems indicates that a maximum <br />cover of 36" is allowable over drainfield lines. <br /> <br />Mr. Nereson stated his position that the City should not be liable for <br />the cost of Change Order No. 7, estimated amount $3300, because <br />the change is necessary from the inadequate design of the drainage <br />system. He stated his opinion that the error was negligent and it <br />is the responsibility of the mechanical engineer and the contractor <br />to install a system that meets the State Code. <br /> <br />Mr. Scott Rudie of Nelson, Rudie and Associates Inc., explained his <br />position on Change Order No. 7 with a memo attached hereto. Mr. Rudie <br />indicated that the drainfield and lack of putting a pump system in <br />the basement bid was definitely an error. His opinion was however, <br />that this is a justifiable expense which could be paid out of <br />contingency items and that the project having less than one percent <br />of change order to this point is far below average on this type <br />of construction project. Mr. Rudie indicated that in his opinion <br />the change order should not be in the amount of $3300 as was originally <br />estimated but should be $2,184, because an additional excavating <br />item applied for by the contractor is not justified. <br /> <br /> <br />
