Council -2-
~gul~r Meeting
,,October 24,1977

Councilman Mickelson read a letter from the Community Action Program
indicating that they were having a meeting Tuesday night, October 25
in Andover regarding their grant programs.

OLD BUSINESS

1. Ms. McKee, complaints regarding Blaine Midway

Mr. Nereson said that Ms. McKee called him on October 13 with
complaints regarding Blaine Midway. He said that he and someone
from the Humane Society made a surprise visit to the facility today,
and said that it was an excellent facility. Ms. McKee was not
oresent at the meeting.

2. Cormnunitv School Program

Mr. Nereson reviewed the two questionable issues in regard to the
Community School program which are 1o the direction of the program
as it concerns adult activities, and 2. the status of the community
school advisory council.

Marc Hadley, Director of the Program, explained his proposed program
to the Council.

Mayor Cox expressed his concern that there was a duplication of some
thin~s offered at different schools and felt this should be avoided.
Mr. Hadley said that some classes, such as first aid, get filled up
so fast that there seems to be a need for more than one school to
provide the service.

Councilman Gamec suggested the possibility of running more sections
of things such as first aid and eliminating some of the others.

The consensus of the Council was to endorse the adult community school
program for the winter, excluding program alternates, as submitted.

Regarding the advisory council, Mayor Cox said that he feels the
advisory council has proven to not be a real helpful aid to the
program and would like to see Mr, Hadley work without the advisory
council, and if he had any questions or problems to consult Mr. Nereson.

Mr. Hadley said that he would appreciate having people to orovide him
with input as to the needs and interests of the community. He said
if there is going to be a grouo, he would like to see the City Council
select it.

Councilman Mickelson said he does not feel there is a need for an
advisory council, but feels there is a need for someone to attend
the school district meetings. He said this could either be someone
from the Council or some individual that could be appointed to act
as a liaison.

After additional discussion, the consensus of the Council was to elim-
inate the advisory council and to appoint a liaison person to the
District Community School Advisory Council. There was discussion about
apoointing Joan Thunnel as the liaison person. Mr. Hadley said he
