COUNCIL 2/27/78 (2) <br /> <br />Mr. Nereson read a letter from the Metropolitan Waste Control Comm. <br />regarding Alternative Waste Mgmt. Study. The goal of the Study <br />is to determine the location and nature of failing on-site disposal <br />systems so that corrective measures may be considered for abatement <br />of pollution. <br /> <br />Mr. Nereson read a letter from Mr. Bob Burman, Anoka County Commis- <br />sioner which acknowledged receipt of the City's efforts to account <br />for additional costs caused.by the' area's regional structure of <br />government. A bill has been proposed to study this structure in MN. <br /> <br />Mayor Cox presented a copy of the lawsuit whereby he is defending <br />himself against a former employee of the City of Ramsey. This law- <br />suit is to be tried sometime between April 17 and May 1 in Federal <br />court in Minneapolis. <br /> <br />Mayor Cox read an article in the ELY Minnesota newspaper. The paper <br />exolains that the City of Ramsey ( Anoka County, Mi~.) and the City <br />of'Ely are the only cities in Minnesota that are debt free. Mayor <br />Cox said the City of Ramsey is the largest debt free City and <br />this is attributable to developers paying their own freight and <br />efforts by concerned people to keep it debt free for as long as <br />possible. <br /> <br />OLD BUSINESS <br /> <br />1. Wehrman & Chapman Associates <br /> <br /> Mr. Dexter Marston, Planning Associate, was present at the <br />meeting to represent the firm and answer questions the Council may <br />have regarding their proposal to provide the City with a olan for: <br />a) Critical Areas (Mississippi River Corridor), and b) ~etro- <br />politan Land Planning Program. The cost for a) is $11,996 and the <br />cost for b) is $6,000. The total cost to the City (not covered <br />by grant money) approx. $5,000. Mr., Nereson said the City has <br />started to budget for this project over a two-year period. <br /> <br />Mayor Cox told Mr. Marston to keep in mind that any money spent <br />is going to be in the best interest of this community. <br /> <br />Mr. Marston said the Metro Council is stressing environmental issues, <br />protection of wetlands and woodlands areas. They are looking for <br />communities to adopts'regulations to protect these in the role <br />they play in the environment. The main issue for Ramsey will be <br />along the river. <br /> <br />Mr. Nereson feels the City should be spending more time on a <br />capital improvement program to establish a policy for the City. <br />The City wants to place the interest where the benefit is best <br />realized by the citizens of the community. <br /> <br />Mayor Cox wants to call a meeting of elected officials of the <br />three communities involved in this issue, Anoka, Champlin and Ramsey. <br />He said he is fed up with these agencies asking for this sort of <br />thing just to substantiate their jobs. <br /> <br />Councilman Reimann agreed, he said it is the same thing year after <br />year. <br /> <br /> <br />
