COUNCIL 2/27/78 (3)

2. ANOKA-RAMSEY JEHOVAH WITNESS CHURCH

Mr. Nereson said that Councilman Mickelson voiced his
ooinion with him before leaving on vacation. That is, to vote
in favor of the church and he concurs with their proposal. Councilman
Mickelson feels this is a viable project.

Mr. DeRemer, 6917 157th Lane, presented pictures of similar looking
structures so Council could get a visual idea of the structure to
be built. He also presented a "Review of Traffic Flow" and "Future
Growth and Expansion".

Mayor Cox said he has no further questions and complimented the
men on the fine job they did on presenting their proposal.

MOTION by Reimann, seconded by Gamec to issue a conditional use
permit to construct a church of the Jehovah Witness, Anoka-Ramsey
Congregation on Lot 1, Block 5, Riverside West Addition, subject
to all other zoning regulations.

4 Aye

3. JERRY MELBERG, Mobile Home permit Resue.st

Mayor Cox read a letter from the Melbergs.

Mr. Melberg presented a set of preliminary house prints.

A question was raised about his present garage being an accessory
building after completion of the proposed house and garage. This
issue is to be taken up with the Building Official and Administrator.

Attorney Goodrich explained that the City ordinance regarding
mobile homes has been amended to read that a 90-day permit for
mobile homes may be granted by Council and a building permit has
to be taken out and construction started and there is no extension
on the 90 days. A $300 bond must also be posted.

Councilman Reimann feels }~. Melberg has been given enough time
already and should move the mobile home the end of the month.

Mr. Jack Btaydes, 17040 Driscoll Street, said he has a question on
the new ordinance. Is it the intent of the ordinance to allow a
person to build a house?

Councilman Gamec said he feels it is more for situations where
people have sold their previous house and construction of the new
house is underway. The attitude is to discourage mobile homes.
It is to provide a home for those wh~¢contractor isn't finished
on time, especially due to the fact that according to law, the
building inspector will not let people move in until the home is
completely finished.

Mr. Blavdes recommended that the Council change the ordinance to
allow a six month basic period, which to him, is a reasonable time
to build a house.

Councilman Reimann said maybe mobile homes should be eliminated
altogether because this type of situation placeS the Council in
