COUNCIL 3/13/78 (3) <br /> <br />b. Norman Bernard, Variance Request <br /> <br />MOTION by Reimann, seconded by Gamec to grant a variance to Norman <br />Bernard for 1/2 acre subdivision off Parcel 2 to Parcel 1 as pe= <br />Certificate of Survey dated 8/16/76, with the stipulation that <br />no houses will be erected on this newly created parcel. 3 Ayes <br /> <br />c. Pineview Estates, Preliminary Plat <br /> <br />The Council reviewed the recommendations of the Planning Commission. <br />Mr. Ben Deemer expressed concern to the Council regarding additional <br />traffic which would be created by the new plat and suggested some <br />modifications. The Council reviewed the concerns with Mr. Menkveld <br />and suggested some possible alternatives. With general agreement <br />from Mr. Menkveld the matter was returned to the Planning & Zoning <br />Commission for their general discussion in regards to the septic <br />tank that Mr. Menkveld has on 56th and 149th. <br /> <br />do Flintwood Hills Second Addition, Sketch Plan <br /> <br />Mr. Gene Hakanson, engineer for Dick Carson was present and explained <br />the sketch plan for Flintwood Hills Second Addition. Acting Mayor <br />Muller said that Mayor Cox had expressed his desire to see this <br />addition have access to County Road 5. The developers indicated <br />they would review this consideration and make revisions in the <br />preliminary plat stage. There was general discussion about how <br />pub.]ic improvements and bonding will be handled. Acting Mayor <br />Muller read a letter from Dick Carson which indicated the requirement <br />to escrow money to the City for future improvements would prevent <br />more mortgage assessments. Mr. Carson asked the Council to <br />reconsider their position and assess future~homeowners for improve- <br />ments when they are actually installed. He ~ndicated their willing- <br />ness to mention pending improvements on each deed conveyed. Mr. <br />Muller pointed out that this arrangement would set a precedence <br />and wished to study the matter further. It was decided to table the <br />matter until the 3/27/78 meeting to allow further input from the <br />planning staff. <br /> <br />(Councilman Mickelson arrived at this time) <br /> <br />There was additional discussion about the issue of prepaying <br />assessments, bonding, and the ability of the developer to get <br />mortgage money on prepaid and uninstalled improvements. It <br />was decided to table this until the next meeting on March 27, 1978, <br />to allow time to get further input from the planning staff. <br /> <br />e. State Bank of Anoka, Branch Bank Proposal <br /> <br />A general discussion was held relative to future improvements of <br />the State Bank of Anoka at the intersection of Highway 47 and 167th <br />Avenue. <br /> <br /> <br />
