Board Member Bentz agreed with having a shared system. He noted it would give more room on the lots for installation of swimming pools, sheds, etc. He said he would like residents to be able to maximize their back yard potential. Motion by Board Member Lewis and seconded by Board Member Hiatt to recommend the City Council approve the Preliminary Plat as it relates to the Grading/Stormwater Plan as well as the Private Well and Septic Plan, with conditions as discussed, and contingent upon review by the City Engineer. Motion carried. Voting Yes: Chairperson Stodola, Board Member Lewis, Hiatt, Bentz, Bernard, Covart, and Valentine. Voting No: None. Absent: None. 5.02: Review Environmental Policy Board's Statement of Purpose and Consider Formal Adoption within City Code Community Development Director Gladhill presented the staff report. He reviewed two documents that were available at the meeting, the EPB Year in Review — 2015, and minutes from a joint meeting with the EPB and Planning Commission on April 20, 2015. He pointed out the EPB's involvement has not resulted in the delay of any land use applications. He said the Planning Commission is pleased with the advice that is offered by this Board. He said he wanted to be sure the Statement of Purpose for this group is still applicable. If so, he suggested it be incorporated in the City Code. Councilmember LeTourneau commented he was pleased with the discussion that came from the previous item. He said he was glad that item could be brought to this Board for discussion. He stated as a Councilmember, he would support the Statement of Purpose as an amendment to the City Code. Chairperson Stodola commented this Board has become a contributing member to the City and has more of a purpose. He recommended going forward with including this Statement of Purpose in the City Code. Motion by Chairperson Stodola and seconded by Board Member Valentine to direct Staff to being preparing an ordinance amendment to incorporate the principals of the Statement of Purpose into City Code. Motion carried. Voting Yes: Chairperson Stodola, Board Member Valentine, Bentz, Bernard, Covart, Hiatt, and Lewis Valentine. Voting No: None. Absent: None. 6. BOARD / STAFF INPUT • Reschedule February Meeting Date to February 22 due to Presidents Day City Planner Anderson advised the regular meeting date in February coincides with Presidents. Day.
