3/27/78 <br /> <br />Mr. Nereson discussed a memo prepared by himself, the city manager of Anoka <br />and the city administrator of Champlin regarding the tri-city fire committee. <br />He said it would be drafted and given to the Council probably at the next <br />meeting regarding the possibility of fire protection for the three cities <br />and the objectives of developing a committee to discuss fire coverage for <br />the three cities. It also discusses committee membership and makeup. He <br />asked that the committee be organized by April 15th with a final report <br />submitted to the three councils on or before November 1, 1978. <br /> <br />Mayor Cox said a letter was sent to Commissioner Ed Fields requesting that <br />he look into the CETA employees regarding cutting trees and some complai, nts <br />they have had. <br /> <br />OLD BUSINESS <br /> <br />1. Pineview Preliminary Plat <br /> <br />Jeff Cains and Gilbert Eenkveld were present and showed the Council the <br />fourth preliminary plat of Pineview Estates. Mr. Nereson explained the <br />changes that had occurred since the Council had last seen the plat. <br /> <br />MOTION by Gamec, seconded by Reimann to accept the preliminary plat for <br />Pineview Estates as per recommendations of the Planning and Zoning <br />Commission's meeting of March 16, '1978. <br /> <br />Ayes <br /> <br />Mayor Cox asked for additional discussion. It was asked if the Park De- <br />partment ever saw this plat and it was determined that they had not. It <br />was decided that the Park and Recreation Department should be able to re- <br />view this subject to park dedication fee etc. <br /> <br />2. LPA & Critical Rivers Contract <br /> <br />Mr. Nereson explained that the reason for putting this subject on the Agenda <br />again is to put it in front of the Council. He said that although he recog- <br />nizes their reluctance in additional planning, it is necessary to get started, <br />particularly on the Critical Rivers contract as it has to be in by January 1, <br />1979. He said that there would be clot of physical inventory regarding this <br />so he urged the Council to act on it. Mr. Nereson said that Ramsey could ask <br />for an addendum to the contract which would directly lower the contract amount <br />by any in-house planning that is completed. <br /> <br />Mayor Csx said that they didn't object to do continued planning, but to do <br />continued planning on planning they have already done does not make much <br />sense and that is the part they are concerned about. <br /> <br />Councilman Muller said that he thought a letter should be written to them <br />saying that Ramsey objects to the high cost. <br /> <br />It was the consensus of the Council to have a representative of the Environ- <br />mental Quality Ceuncil come to the next Council meeting to discuss plan content. <br /> <br /> <br />
