3/27/78 Mr. Nereson discussed a memo prepared by himself, the city manager of Anoka and the city administrator of Champlin regarding the tri-city fire committee. He said it would be drafted and given to the Council probably at the next meeting regarding the possibility of fire protection for the three cities and the objectives of developing a committee to discuss fire coverage for the three cities. It also discusses committee membership and makeup. He asked that the committee be organized by April 15th with a final report submitted to the three councils on or before November 1, 1978. Mayor Cox said a letter was sent to Commissioner Ed Fields requesting that he look into the CETA employees regarding cutting trees and some complai, nts they have had. OLD BUSINESS 1. Pineview Preliminary Plat Jeff Cains and Gilbert Eenkveld were present and showed the Council the fourth preliminary plat of Pineview Estates. Mr. Nereson explained the changes that had occurred since the Council had last seen the plat. MOTION by Gamec, seconded by Reimann to accept the preliminary plat for Pineview Estates as per recommendations of the Planning and Zoning Commission's meeting of March 16, '1978. Ayes Mayor Cox asked for additional discussion. It was asked if the Park De- partment ever saw this plat and it was determined that they had not. It was decided that the Park and Recreation Department should be able to re- view this subject to park dedication fee etc. 2. LPA & Critical Rivers Contract Mr. Nereson explained that the reason for putting this subject on the Agenda again is to put it in front of the Council. He said that although he recog- nizes their reluctance in additional planning, it is necessary to get started, particularly on the Critical Rivers contract as it has to be in by January 1, 1979. He said that there would be clot of physical inventory regarding this so he urged the Council to act on it. Mr. Nereson said that Ramsey could ask for an addendum to the contract which would directly lower the contract amount by any in-house planning that is completed. Mayor Csx said that they didn't object to do continued planning, but to do continued planning on planning they have already done does not make much sense and that is the part they are concerned about. Councilman Muller said that he thought a letter should be written to them saying that Ramsey objects to the high cost. It was the consensus of the Council to have a representative of the Environ- mental Quality Ceuncil come to the next Council meeting to discuss plan content.
