Council 4/10/78
Page 5

The proposal from Mr. Vern Herting, which was tabled at earlier meet-
ings, was to sell wood burning stoves from his home and have storage
in his garage. The definition of principal structure was discussed
as to whether an attached garage was an accessory building or a part
of the principal structure. Mr. Nereson was directed to discuss the
definition with the City Attorney, Bill Goodrich. The Herting proposal
was tabled until further clarification of the home occupation ordinance
could be reached.

5) Discussion of animal complaint on Cobalt Street

Some of the Councilmen have been contacted concerning an individual who
moved into a home on Cobalt Street and then started to raise pigs. Mr.
Nereson said that he went out and looked at the subject property, did
not think that it was terribly objectionable but if it got any worse it
could be a problem. Mr. Nereson indicated he will write a letter to the
person asking him about his intentions. Mr. Nereson was directed to
write a letter indicating that Ramsey is aware of it and that he is in
violation of an ordinance if he is on less than three acres and continues
to raise animals.

6) Arbor Day Tree Sale

A tree sale will be held this Saturday, from 7:00 A.M. until noon at
the old City Hall. The 4-H Club wants to plan an Arbor Day Ceremony
to plant a tree at the new City Hall site. It was decided to hold the
Ceremony on Thursday evening, April 20, and Mr. Nereson will notify
the Council as to the time.

7) Complaint regarding Klemish's debris north of 167th

Mayor Cox explained that two years ago Mr. Klemish cleaned up one side
of the road and now there is a lot of debris on the other side of the
road and told Mr. Klemish that he thought it should be cleaned up.
Mr. Klemish said he will do it in time.

Mr. Bob Gfroerer, 16810 Quicksilver Street, said that the original pole
barn is too close to the lot line and is going to be used for a business
which the neighbors were not told about. He said another pole barn is
okay as long as he parked the trucks inside, but there has never been
a truck in the building. Mr. Gfroerer also complained about skunks in
the area. He said his property value is devalued.

Mrs. Pat Carroll, 5953 - 169th Lane, said they paid a high price for
their property and are paying high taxes and are unhappy with Mr. Klemish's
land.

Mrs. Cheryl Stanek, 6061 - 169th, said she is concerned about the ordi-
nance and his operating a commercial business on residential land whether
he pays commercial taxes or not. She was concerned about her property
value dropping and said she was not notified of the business as an
adjoining property owner.
