He <br />said their figures of 67% membership in the Anoka-Ramsey area are wrong <br />that it is more like 12.8% in the Ramsey area. He feels they have had <br />a reasonable length of time to find another place. <br /> <br />Mr. Dave Reiser stated he is for the church and it should be there. That <br />is why he moved out here4 <br /> <br />Mr. Bernie Wu~n stated it is nice not to have the additional traffic on <br />Wednesday and Sundays. That is the way it should be. <br /> <br />Mrs. Virginia Reed said that is an accurate account for the Anoka/Ramsey <br />area° It is totally accurate. <br /> <br />Mr. Jeff Carson asked about following proper procedure~ <br /> <br />He was assured that the proper procedure was being followed~ <br /> <br />Mr. Russell Ives said he was happy to have a say so. <br /> <br />Motion by Councilman Gamec and seconded by Councilman Reimann to adopt <br />finding of fact in the request for conditional use permit for the Faith <br />Baptist Church. ~he finding?of fact is as follows: <br /> <br />1) Faith Baptist Church had authority to use a former signle family <br />dwelling located at 15328 Hematite Street N.W., Anoka, Minnesota as a <br />church in 1975. <br /> <br />2) In 1975 the property located at 15328 Hematite Street N~W. was in <br />an R-1 distri-to <br /> <br />3) In 1975 the then Ramsey Zoning Ordinance provided that a church <br />was a permitted use in a residential zone. <br /> <br />4) Prior to the use and occupancy of the building at 15328 Hematite <br />as a church, Ramseu required certain structural and inside construction <br />moSifications in adcord'with the State Building Code regulations. <br /> <br />5) In January, 1978, Ramsey adopted a new zoning ordinance which pro~- <br />vides that a church is not a permitted use in the R-1 (Residential) <br />district. <br /> <br />6) On August 10, 1978, the building located at 15328 Hematite Street <br />NOW., was substantially destroyed by a fire and does require recon~ <br />struction. <br /> <br />7) The property located at 15328 Hematite Street N.W., continues to <br />be located in the R-1 Residential zone. <br /> <br />8) On August 16, 1978, Faith Baptist Church applied for a conditional <br />use permit from Ramsey for the construction of a church building as <br />well as reconstruction of the original building on the site to be used <br />as a parsonage or in the alternative reconstruct the original building <br />but increase its size and change its design so as to be more church <br />like in appearance. <br /> <br /> <br />
