Regular CoLn~cil Pa~e 6 · .OcTober 23~ _1978 9) That the only commercial business's operating in the general area of that proposed by the applicant to be rezoned are those business's which are located in building's existing prior to the Comprehensive Plan amendment. 10) That to permit the proposed use and rezoning request would act as a precedent to other similar commercial uses and rezoning requests and this would not be in conformance with the City's planning objective, and re- quirements as prescribed in the Comprehensive Plan and its amendments. 11) That the area proposed for rezoning is not served by any municipal utilities. 12) That the City Council recently denied a similar business rezoning re- quest for the property South of 167th and West of Highway 47. 13) That the City Council received and reviewed a written petition signed by some 400 individuals. 14) That the City Council is well aware that its Comprehensive Plan and implementing ordinances can be amended, but the Council find, it is not in the City's best interest to so amend its plan and hereby reaffirm the policys, goals and objectives of its Comprehensive Plan as amended. 15) That the Comprehensive Plan is in accord with the Metropolitan Council directives and adoption of applicants rezoning request would not be in accord with those directives. 16) That the applicants proposed development would be a positive asset to the City buts its proposed location would adversely affect the City's Health, Safety and Welfare. Motion carried. Voting yes Councilman Muller, Councilman Reimann, Council- man Gamec and Mayor Cox. Voting no Councilman Mickelson. PLAYING FIELD - BALLFIELDS AT RAMSEY ELEMENTARY Mayor Cox attended the school board meeting in regards to getting a committ- ment from the school district for improving the ballfields at the Ramsey Elementary School. He stated they voted to budget an amount of $9,948.00 for the development of the park at the school. It was the concensus of the Council that due to the long delay in the improvement of the park that we should proceed with the plans of developing and have the school board reimburse the City at the time the funds are budgeted. Motion by Councilman Game and seconded by Councilman Reimann to proceed with the project and instruct City Engineer Raatikka to receive bids for the ag lime, grading and top soil and that the seeding will be done by the City. Motion carried. Voting yes Councilman Muller, Councilman Reimann, Council- man Mickelson, Councilman Gamec and Mayor Cox. Voting no None. AMENDMENT TO CHANGE 110.02 FIREARM ORDINANCE REGARDING BOW ANDARROWS It is the general concensus of the Council to take no action on the firearms ordinance. MSAHIGHWAY FUNDS REGARDING CONSTRUCTION PROJECTS FOR 1979 City Engineer Raatikka stated they have an estimated cost for a feasibility report and conducting of the neDessary public hearings on the proposed 1979
