CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Council was held on November 20, 1978 <br />at the Ramsey Municipal Centers 15153 Nowthen Blvd N.W., Ramse¥, Mn 55303. <br /> <br />Present: Mayor Cox <br /> Councilman Gamec <br /> Councilman Mickelson <br /> Councilman Reimann <br /> Councilman Muller <br /> City Administrator Schnelle <br /> City Engineer Raatikka <br /> <br />A1 so in attendance: <br /> <br /> Planning & Zoning Chrm: Ken Peterson <br /> A1Sorteberg <br /> Kathy Schneider <br /> Ron West <br /> Park & Recreation Chrm: <br /> Dennis Donovan <br /> John Licht <br /> Secretary Arlene Stafford <br />Lee Start and Jim Barton from Metro Council <br /> <br />Mayor Cox called the meeting to order at 7:57 p.m. with the Pledge of <br />Allegiance to the Flag. <br /> <br />Mayor Cox expressed concern for more orderly subdivision, with no approval <br />of the comprehensive plan. We should examine the cost and need of the <br />services. Also~ question the Legislative spending. <br /> <br />Administrator Schnelle stated a major concern if the metes and bounds <br />platting of 5 acre parcels, and pointed out problems created. <br /> <br />Chairman Peterson, Planning and Zoning, is interested in how the rural <br />service area is determined, and frontage roads along Highway #10. Also, <br />how is the moving of boundry lines going to affect the entire Comprehensive <br />Plan? Jim Barton, Metro Council, did answer by saying the moving of lines <br />does require review by them. <br /> <br />Mayor Cox asked Engineer Raatikka to go over a letter, with the main <br />concern being the cost of services. <br /> <br />Mayor Cox asked Rep. John Clawson, who was in attendance of the meetings if <br />he understood the problem of most development already done, and suggested <br />leaving transitional area as~is, but allow rural area to go 2½ acres. <br /> <br />Councilman Gamec asked about the meetings of PCA, and what has developed <br />from those? <br /> <br />Jim Barton of Metro Council explained the different areas of planning, and <br />how this affects services. He also feels we must examine where our priorities <br />lie, in reference to Capital Improvement Plan. The Land Planning Act came <br />into effect at the time our plan was submitted, so our plan is missing cer- <br />tain requirements. <br /> <br />Kathy Schneider asked "What exactly more do they need, so we can get our <br />plan together?,, <br /> <br /> <br />
