Assistant Community Development Director Trudgeon explained that 2.5-acre developments <br />utilize a lot of land, which can make it very difficult to expand urban services into the area in the <br />future. With a clustered development it provides for better development opportunities. The City <br />is going to continue to have development pressure even in the rural areas and currently staff does <br />not have the tools in place to accommodate larger lot developments and yet allow for future <br />sewer and water extension. Staff hopes that implementing the moratorium will allow them some <br />time to think before development happens and so that they can accommodate the needs of the <br />future. At this time staff ,,vas proposing a 90-day interim ordinance that could be extended if <br />necessary. <br /> <br />Councilmember Zimmerman stated that they have to be aware of the fact that there still may be <br />some property owners that want to develop with larger lots. <br /> <br />Assistant Comnmnity Development Director Trudgeon replied that might be the case, but maybe <br />they will find that one-acre lots would be more appropriate than 2.5 acre lots. He continued on to <br />explain that the City is not required under State Statute to hold a public hearing in order to adopt <br />the ordinance so if the Council would so chose it could be placed on the April 13th Council <br />agenda for introduction. <br /> <br />Councilmember Kurak inquired if the Council were to decide to hold a public hearing would all <br />of the residents impacted by the moratorium be notified. <br /> <br />Assistant Community Development Director Trudgeon explained that typically the public <br />hearing would be advertised in the Anoka Union newspaper and on the City's website. <br /> <br />Councihnember Zimmennan felt that the people that would be impacted by the moratorium <br />should be informed of what the City is considering. <br /> <br />Mayor Gamec suggested that they hold an informational meeting rather than a public hearing. <br /> <br />The majority of the Council felt that it was more appropriate to schedule a public hearing. <br /> <br />Assistant Community Development Director Trudgeon suggested sending out notices to property <br />owners that have parcels that are 5 acres or more in size as well as advertise in the Anoka Union, <br />on QCTV and the City's website. <br /> <br />Assistant Director of Public Works Olson noted that the City Council could hold the public <br />hearing at the adoption meeting so that they could still introduce the ordinance on April 13th. <br /> <br />Councihnember Strommen replied that she thought they should get the information out to the <br />residents before they introduce the ordinance. <br /> <br />Councillnelnber Kurak stated that she felt that they needed to get the information out to the <br />residents and give them an opportunity to speak on the issue, but do it in a timely fashion.
