moratorium would not be telling people that they cannot develop their land, but what comes out <br />of the study may impact how the development is designed. <br /> <br />Mayor Gamec questioned if the rural preserve area should be included in the moratorium. <br /> <br />City Administrator Norman replied that what comes out of the discussion that occurs during the <br />moratorium might bring a solution to the rural preserve area. <br /> <br />Mayor Gamec stated that that is why the rural preserve area should be included in the <br />moratorium. <br /> <br />Councilmember Strommen requested that section 3 of the ordinance be worded somewhat <br />differently to make it more clearly as to what is going to occur. <br /> <br />Assistant Community Development Director Trudgeon explained that what would come out of <br />the moratorium is an ordinance that allows for rural development that can accommodate urban <br />services in the future. The ordinance will not make any decisions about urban services. <br /> <br />City Administrator Norman noted that the ordinance would allow for septic system development, <br />but also be able to accommodate urban services in the future. <br /> <br />Consensus of the City Council was to hold a public hearing on April 27th. <br /> <br />2) Town Center Mitigation Measures <br /> <br />Assistant Director of Public Works Olson provided the City Council with Memos of <br />Understanding for road improvements associated with the Town Center project. Mr. Olson <br />reviewed the projects that were included in the Memorandum of Understanding noting that the <br />State has agreed with not requiring three lanes in each direction on Highway #10. The County <br />has requested comments on the Memorandums so after the Council has time to review the <br />information Mr. Olson requested that they contact him directly so that those issues can be <br />discussed. <br /> <br />Councihnember Zimmerman inquired if the plans for the interchange at Ramsey Boulevard and <br />Highway # 10 have been eliminated. <br /> <br />Assistant Director of Public Works Olson replied no. He explained that the road improvements <br />included in the Memorandum of Understandings would be interim fixes that would allow <br />development in the Town Center to occur. The interchange will take several years to complete <br />even if the environmental studies are completed in two to three years. <br /> <br />Councihnember Kurak stated that the County did not complete their project on Sunfish Lake <br />Boulevard as it approaches Highway #10 because of the discussion pertaining to upgrading the <br />intersection.
