Mr. Wittrock stated that the Town Center is intended to provide for a variety of gathering places <br />rather than pushing everything into the "City Center" area. The goal is that each area will <br />compliment each other. <br /> <br />Councilmember Elvig inquired as to what the plans were for some of the second story retail <br />areas. He also questioned if what was being proposed for retail square footage is the same as <br />what has been previously discussed. <br /> <br />Mr. Feges replied that the square footage is the same. He explained that as they move towards <br />the center of the development they would be looking at two story units with residential and office <br />space. <br /> <br />Councihnember Kurak questioned what the "winter garden" area was. <br /> <br />Mr. Feges explained that "winter garden" is a term for a place where people can congregate in <br />the summer and winter. <br /> <br />Mayor Gamec stated that he would like to see that the winter garden area would have activities <br />held on a regular basis to help bring people into the retail areas. <br /> <br />Mr. Feges replied that that was their intention. <br /> <br />Councihnember Kurak stated that staff was concerned that the "winter gardens" should be <br />connected to the hotel. <br /> <br />Mr. Feges explained that the architect was working on the commercial/retail area. He was not <br />aware of the concept with the hotel being included in the core sector and so they included a hotel <br />at end of the retail section, which is why staff had concerns. The plan is still to include the hotel <br />in the center core near the "winter gardens." <br /> <br />Councihnember Elvig inquired if there was a way to shadow or screen the flat parking lots from <br />Highway # 10. <br /> <br />Mr. Feges explained that there is berm that will be along Highway #10 that will include plantings <br />to create a barrier for the surface parking. <br /> <br />Mr. Wittrock also explained there will be three walkthroughs from the parking area to access the <br />fi'ont areas of the retail units that will have architectural standards. Those walkthroughs will <br />provide a view into the retail area from Highway #10 and let people know how they can flow <br />through the area. <br /> <br />Councilmember Elvig stated that he did think what was being proposed in the retail core is <br />exactly what they are looking for, but he was not totally convinced that it should not be located a <br />little closer to "City Center" area, <br /> <br />City Council Work Session/March 15, 2004 <br /> Page 3 of 10 <br /> <br /> <br />
