Councilmember Zimmerman inquired if the developer has ever given any thought of having an <br />enclosed walkway area to keep people out of the cold in the winter. <br /> <br />Mr. Feges replied that that would depend on who locates in the core area. The reality is that it <br />has been determined that people do still go and spend money in the winter without an enclosed <br />walkway. <br /> <br />Mr. Wittrock noted that there are studies that show that people will walk a maximum of 300 feet <br />to the fi'ont door to shop. In this plan most of the parking spaces are within 300 feet of the front <br />door. <br /> <br />Councihnember Kurak stated that it was a big concern of the Council that commercial develop <br />along with residential and questioned if it was true that there is retail ready to commit to <br />developing in the Town Center. <br /> <br />Mr. Feges replied yes. <br /> <br />Councihnember Kurak inquired as to what they needed to do to get the retail area started. <br /> <br />City Administrator Norman explained that Ramsey Town Center, LLC cannot get the green light <br />to start until the Council approves the plan, but staff has only just begun reviewing the plan. <br /> <br />Mr. Wittrock noted that a lot of the market force will push some of these things. <br /> <br />Mayor Gamec stated that he thought, in general, the Council would like to keep the main focus <br />on the downtown center area. <br /> <br />Councihnember Strommen encouraged everyone to take a serious look at the structured parking <br />issue because that was to be a key component in the Town Center. <br /> <br />Mr. Feges agreed. <br /> <br />Councihnember Kurak stated that it was her understanding that they were only looking at the <br />west side of the development, not the entire development at this time. <br /> <br />Mr. Feges stated that they realize that they need to start producing 3-D models of the site, but <br />they wanted to make sure they were on target with the project before they began creating those <br />models. <br /> <br />Assistant Director of Public Works Olson stated that he realized they were only focusing on one <br />phase of the development tonight, but the City needs to have a total picture of what the parking <br />requirements are going to be for the entire site. <br /> <br />Councihnember Kurak inquired if the element of parking and the exact amount of space <br />determines whether or not Ramsey Town Center, LLC can sell their land to a grocery store. <br /> <br />City Council Work Session/March 15, 2004 <br /> Page 4 of 10 <br /> <br /> <br />
