Assistant Director of Public Works Olson replied that the City has to keep in mind that what they <br />do in the first phase of the development will set the tone for the next phases. Staff would prefer <br />to be working on a plan that has a common vision between the developer and the City and that <br />has been proofed by the Council. <br /> <br />Councihnember Kurak questioned what needed to be done to get moving in that direction and <br />achieve that goal. <br /> <br />Mr. Feges replied that the level of detail that staff needs has not yet been available for their <br />review. That information was completed to today. <br /> <br />Councilmember Elvig stated that he did not think they could move forward with the retail <br />development until they figure out the parking. As they move forward he does not want the <br />development to go down a slippery slope where they start with a big box and then a few months <br />down the road they start hearing that the market is calling for bigger box rather than smaller <br />retail. That is information they should already know now. <br /> <br />Mr. Feges replied that what was being presented is exactly what the initial plan showed. There is <br />no intent to do a bait and switch. <br /> <br />Councilmember Elvig inquired if at this poi'nt does the plan work and is the market there. <br /> <br />Mr. Feges replied yes. He explained that this is the plan they have taken to their brokers and the <br />market place and they can get it started. <br /> <br />Councihnember Strommen stated that she would like to see the original plan next to the new plan <br />with an explanation of why things have changed. <br /> <br />Councihnember Kurak questioned what the timeline was for moving forward with the project. <br /> <br />Assistant Director of Public Works Olson replied that they are hoping to have the sketch plan <br />before the Council in May. <br /> <br />Councihnember Kurak inquired if they will be able to do that. <br /> <br />Assistant Director of Public Works Olson replied that he believed that could be done. <br /> <br />Mayor Gamec requested that staff keep in contact with the Council so that if they need any <br />further information or discussion on the development they can schedule a special meeting if <br />necessary. <br /> <br />Planning Commissioner Gary Van Scoy, stated that he wants to make sure that if there are zoning <br />change requirements that they are addressed when it is brought to the Planning Commission. <br /> <br />City Council Work Session/March 15, 2004 <br /> Page 5 of 10 <br /> <br /> <br />
