15 minutes CASE #1:

REVIEW STATUS OF AIRPORT ZONING
AND PROPOSED ADVISORY ELECTION ON AIRPORT MATTERS
By: David Hartley, City Administrator

Background:

At previous Council meetings, the topic of airport safety zoning and a possible
advisory election on airport matters has been discussed. The Airport
Commission has recommended that:

1. The City Council adopt the airport zoning ordinance;
2. The City Council delay the referendum until the environmental impact
assessment report, relocation plan and preliminary engineering report/
preapplication for AIP funds are available;
3. If, in Council's estimation an advisory referendum is required, it
should be held no earlier than the second quarter of 1988 when the
data listed in Item #2 above is available and the acquisition plan is
submitted for approval.

After receiving this recommendation, the City Council discussed those matters
and tabled the issue.

The Airport Commission met on October 7, 1987 and moved to recommend that City
Council establish a policy stating that the City will pay 50% of the cost of
any sewer and water to properties in Safety Zone B that as a result of airport
zoning cannot subdivide to help pay for the cost of utilities if and when they
are extended.

Recommendation:

Council action will be to discuss.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

X
X

Chief of Police
Finance Officer
Public Works Superintendent
Other
