PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, December 1, 1987 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding Mr. Dick Carson's request for <br />preliminary plat approval of Flintwood Hills 5th Addition. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Jim Holm <br />Mr. Jim Howell <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br /> <br />CALL TO pRDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:34 p.m. <br /> <br />CITIZEn <br /> <br />Mr. Dick Carson - Stated that the subject area is part of the Flintwood <br />Hills PUD and when it was originally platted, these 3 outlots (proposed now <br />to be Flintwood 5) were intended to be developed at some point in time with <br />4-unit buildings; that concept was then changed to cluster homes. The plan <br />is to now develop those 3 outlots with a 4-unit building, a 6-unit building <br />and a 5,000 square foot commercial office building. <br /> <br />Stan Data - 5510 140th Lane N.W. - Stated his property borders Lot 1 of the <br />proposed plat; that he is present speaking on behalf of his neighbors also; <br />apologizes if his following statement offends anybody but he is trying to <br />protect his home equity, security and quality of life: <br /> <br />"I regard Mr. Carson's request for building apartment buildings and <br />office building right next to my lot and my neighbors lots as a public <br />provocation of me and my neighbors. Back in November 1983, I and my <br />neighbors stood before this commission with Mr. Carson present and stated <br />publicly and in writing the reasons why high density housing and commercial <br />property immediately bordering our homes was and still is unacceptable to <br />us. He and possibly this commission have apparently forgotten these <br />reasons since we are gathered together again today to discuss the same <br />issue.
