noted that Mr. Kohner is an example of how following the right steps and training can help you <br />to place yourself in the position to succeed and move up. <br />Councilmember Riley stated that the process the City has followed to look internally and <br />externally makes him comfortable that this is the right choice. <br />Councilmember Kuzma stated that he was pleased with the answers Mr. Kohner had to the <br />questions and the experience he possesses through each step he took in his career path. <br />Councilmember Shryock stated that she liked the demeanor Mr. Kohner had in speaking with the <br />Council, his professionalism and confidence. <br />Councilmember Johns stated that Mr. Kohner is very professional and has a wealth of experience <br />and knowledge that make him a good fit for the position. <br />Mayor Strommen stated that she has no doubt that Mr. Kohner will be a good fit. She noted that <br />some of his responses to questions were broader and referred back to his values. She stated that <br />the overreaching themes she recognized were value to community and community outreach. She <br />stated that the City Council should also ensure that they are committed to Mr. Kohner's <br />continued growth and development. <br />City Administrator Ulrich stated that this is an excellent candidate and he does not have any <br />issues. He stated that Mr. Kohner rose to the top of the applicant pool throughout this process <br />and brings a wealth of knowledge back to the community. <br />Police Chief Katers stated that Mr. Kohner is the best candidate, noting that he sat in on every <br />level of the interviews. He stated that while some candidates may have had experience in large <br />departments and communities, Mr. Kohner is the best candidate for the smaller cities of Ramsey <br />and Nowthen. He stated that retention is a large focus of smaller departments which utilize <br />volunteers, and believed that hiring Mr. Kohner would be a good choice for the City. <br />The consensus of the Council was to consider hiring Mr. Matt Kohner as the City of Ramsey's <br />next Fire Chief/Emergency Management Director at the next regular meeting. <br />Human Resources Director Lasher stated that this will come before the City Council at the <br />regular meeting of March 8t. <br />Mayor Strommen thanked Elk River Fire Chief Cunningham and Nowthen Mayor Pilon for their <br />participation in this process. <br />Elk River Fire Chief Cunningham stated that he appreciates the cooperation and good working <br />relationship that Elk River and Ramsey enjoy. <br />2.02: Metropolitan Council Governance <br />City Administrator Ulrich reviewed the staff report. <br />City Council Work Session / February 23, 2016 <br />Page 6 of 8 <br />
