Mayor Strommen provided a grammatical change that she would suggest to the proposed <br />resolution which would provide more clear support of what the City would support. <br />Councilmember Riley stated that he and Mayor Strommen reviewed the resolution proposed by <br />the County, which was perhaps a bit harsh. He believed that they were able to craft a draft <br />resolution that took away that harsh element while still being firm in the suggestion that changes <br />be made to the Metropolitan Council. He noted that one item was removed from this draft which <br />included a system of checks and balances. He believed that there should be a system of checks <br />and balances in place and suggested that the fourth item be placed back into the draft to include <br />that aspect. <br />Mayor Strommen stated that the intent was to include the elements that were important to the <br />City and not to be specific in what the reform would entail. She stated that at a high level she. <br />understands a system of checks and balances but noted that item seems very vague and believed <br />that if that were going to be included that should be more defined. <br />Councilmember Riley stated that if numbers one, two and three are implemented perhaps that <br />would provide the system of checks and balances. <br />City Administrator Ulrich stated that perhaps a statement regarding checks and balances could be <br />added into the preamble of the resolution. <br />Mayor Strommen believed that is built into the accountability item. <br />Councilmember Shryock agreed with Councilmember Riley that the element should be included <br />in some way, perhaps not in its own item or in those exact words. She asked who would have <br />the ability to check or modify a decision that is made by the Metropolitan Council. <br />City Administrator Ulrich stated that perhaps using an alternate term such as "limits of power". <br />Mayor Strommen asked staff to make the amended change and bring it back for approval at a <br />future time. <br />It was the consensus of the Council that this is in the right direction and provides clear input <br />without the harshness of the County drafted resolution. <br />3.
