Mr. Kingston <br />stated that the Homeowners Association has been working for at least two years on an easement <br />for the Alpine trail, which is still not done. He was concerned that if the project is contingent <br />upon the easement being completed the road project may not move forward. Community <br />Development Director Gladhill stated that he has been involved in the Alpine easement for only <br />the past two months and the easement should be finalized rather quickly. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Shryock, Johns, <br />Kuzma, and LeTourneau. Voting No: None. Absent: Councilmember Williams. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Ordinance #16-02 Vacating Permanent Road Easement over a <br />Portion of 14911 Ramsey Boulevard NW and Parcel No. 22-32-25-33-0017 <br />Community Development Director Gladhill reviewed the staff report and recommendation from <br />the Public Works Committee to vacate the 50-foot permanent road easement on 14911 Ramsey <br />Boulevard NW and Parcel No. 22-32-25-33-0017. <br />Mayor Strommen noted that this item was discussed at the last meeting and this is simply the <br />action of adoption. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to waive the City <br />Charter requirement to read the ordinance aloud and Adopt Ordinance #16-02 Vacating a Portion <br />of Permanent Road Easement in the City of Ramsey, Anoka County, Minnesota. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember LeTourneau aye <br />Councilmember Williams absent <br />Councilmember Shryock aye <br />Councilmember Riley aye <br />Councilmember Kuzma aye <br />Councilmember Johns aye <br />Mayor Strommen aye <br />Motion carried. <br />7.02: Consider Adopting Ordinance #16-01 Establishing an Administrative Grading <br />Permit <br />Community Development Director Gladhill reviewed the staff report and recommendation from <br />the Planning Commission and staff to adopt Ordinance #16-01 establishing an Administrative <br />Grading Permit for grading activities that will disturb 40 or more cubic yards of earth material <br />and grading activities that will occur within a drainage or utility easement. <br />City Council / January 26, 2016 <br />Page 11 of 13 <br />
