He noted that he runs <br />through the development frequently and needs to remain aware as there is constantly traffic <br />coming at him all the time. He believed that the bike lane is an asset to the community and will <br />provide a connection around Lake Itasca, which is then a connection to Trott Brook and other <br />locations. He also believed the bike lane would add value to the homeowners on that roadway. <br />He stated that several residents that do not live on Andrie would also like to see the bike lane but <br />were willing to compromise in order to have the road improved. He stated that he must also <br />acknowledge that he cannot always have what he wants and therefore he can support the 32-foot <br />roadway with the parking and forego the bike lane. <br />Mark Szafraowski, 16170 Royal Road NW, stated that as part of the community the <br />Homeowners Association stresses that when residents are walking or driving through the <br />community, they want people to wave to their neighbor. He stated that this is not only a friendly <br />measure but also ensures that pedestrians are being seen. <br />Mayor Strommen stated that the City appreciates the input and cooperation of the Homeowners <br />Association throughout this process. She stated that the City has worked very hard over many <br />years to develop a network of trails that is a great and shinning amenity to the City. She <br />appreciated the Homeowners Association in stepping forward to offer an easement to provide the <br />connectivity desired by the community. She stated that while she would have supported the bike <br />lane, she would also support the amended proposal. She appreciated the input of the residents <br />that has led to this compromise. <br />Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution <br />#16-01-030 Accepting the Feasibility Report and Ordering Plans and Specifications for <br />Improvement Project #16-00 Division C Andrie Street and 164th Lane Reconstruction, Using the <br />Alternate 32 Foot Width Design. <br />Further discussion: Mayor Strommen stated that she would like clarification on the trail <br />easement and the direction that staff will work with the Homeowners Association to obtain the <br />trail easement to the north. Councilmember LeTourneau stated that he could support the motion <br />if the trail easement is included. City Engineer Westby stated that if the intent is to have the <br />north trail corridor connection as part of the project, the intent would be that the easement could <br />be obtained prior to the April presentation of the finalized plans. He stated that direction could <br />be provided that the trail easement be in place before the plans are finalized. Councilmember <br />Riley stated that he would add that direction for staff to formalize the easement agreement with <br />the Northfork Homeowners Association. <br />Motion by Councilmember Riley, seconded by Councilmember Shryock, to amend the motion to <br />Adopt Resolution #16-01-030 Accepting the Feasibility Report and Ordering Plans and <br />Specifications for Improvement Project #16-00 Division C Andrie Street and 164th Lane <br />Reconstruction, Using the Alternate 32 Foot Width Design, and Direct Staff to Formalize the <br />Easement Agreement with the Northfork Homeowners Association. <br />Further discussion: Councilmember Kuzma stated that he is disappointed that the bike lane <br />would not be included as he intended to support that option.
