He stated that he has attended the public meetings, which <br />have had robust discussions supporting both sides of the issue. <br />Councilmember Riley stated that he appreciates the citizen input and invited more residents to <br />participate in other City activities and volunteer options. He stated that the assessment policy. <br />has been discussed a few times and noted that the undercurrent he has heard is that not all of the <br />houses on Andrie are proposed for assessment. He provided the example of a home that faces <br />the roadway but has driveway access on a side street and asked if that decision would be made <br />tonight or in the future. <br />City Engineer Westby stated that those choices should be made tonight as staff is asking the <br />Council to adopt the preliminary assessment tonight. <br />Councilmember Riley stated that he is not suggesting anything tonight but noted that there <br />appear to be an additional ten properties that are not included in the assessment. He advised that <br />by including those properties the assessment rate would be decreased for the other residents. <br />City Engineer Westby stated that there was a brief discussion a few months prior and it was <br />noted at that time that the choice was made to assess properties based on their access to the direct <br />roadway. He stated that this is the most equitable method for assessment in order to prevent a <br />corner property from being. assessed twice. He stated that this is the first project where <br />properties have frontage on both streets. He noted that each road in the City will be overlaid and <br />reconstructed during the lifespan of the roadway. <br />City Administrator Ulrich noted that the public hearing was noticed with the proposed <br />assessment to the necessary properties and therefore if the assessment is going to be changed in <br />that manner new notification would have to be sent for an additional meeting. <br />Councilmember Riley stated that he would support the policy and was simply pointing out a <br />possible inequity. <br />Mayor Strommen stated that the policy was intended to be equitable as each road will be <br />improved at some time and this portion of the policy will prevent someone from being assessed <br />for two different roads. <br />Councilmember Shryock stated that she does not feel that the community is well enough versed <br />in bike lanes to have only one bike lane. She noted that she would support bike lanes on each <br />side but that is not up for discussion at this time. <br />Councilmember Johns stated that she would support the bike lane as there will be more traffic <br />and pedestrian traffic over the 60-year lifespan of the road. She stated that although the <br />easement will be provided, that trail will not be constructed now, compared to the bike lane that <br />would be constructed now. <br />Councilmember LeTourneau appreciated the comments made tonight and the residents who <br />attended tonight and throughout the process.
