City Engineer Westby stated that because this is a State -aid road, the only on -road facility <br />available would be a bike lane. <br />Councilmember LeTourneau asked if the connection would be required because the road is a <br />State -aid road. <br />City Engineer Westby stated that it is not a requirement but noted that it would provide a needed <br />connection. <br />Councilmember Shryock referenced the trail to the north of the properties and stated that trail <br />could come into contact with the Trott Brook trail corridor and perhaps grant funds could offset a <br />portion of the cost to construct the trail. She referenced the on -road trail and did not believe it <br />would be necessary to have a bike lane when the route could simply be marked as a bike route. <br />She stated that she would support the trail to the north and identifying the area as an on -road bike <br />route. <br />City Engineer . Westby provided additional clarification on the State -aid requirements and <br />standards for on -road pedestrian activities. <br />Councilmember Kuzma noted that he attended the meeting of the Public Works Committee arid <br />stated that there was a previous proposal before the Council in 2008 to rebuild the sidewalk and <br />road, noting that residents petitioned to stop the project at that time. He stated that the driving <br />force for the bike lane is safety. He noted that he lives in the development and there are people <br />walking and riding their bicycles on the roadway daily. <br />Councilmember Johns echoed that safety was the reason for adding the bike lane. <br />Public Hearing <br />Mayor Strommen called the public hearing to order at 7:41 p.m. <br />Citizen Input <br />Greg Koening, 9245 164th Lane NW, appreciated the Council's review and the desire to move <br />forward on the needed project. He believed that either one of the proposals would work well. <br />He stated that from a practical standpoint, if you put an eight foot parking lane in, the nature bf <br />the development is that it is very seldom parked full. He stated that it would be a great idea to <br />have that parking option and noted that even though the area would not be signed and designated <br />as such, the area could be used for pedestrian traffic. He stated that it seems that the amount of <br />the assessment is high for individual properties and wondered if that would be supported by the <br />increased value to homes. He acknowledged that the issue of assessment would be addressed at <br />a future time. <br />Herman Jeffers, 9160 164th Lane NW, stated that in the past 26 years he has seen the <br />development grow with people that maintain their properties. He noted that he has participated <br />in the public process throughout this project and advised that earlier in the process it was stated <br />City Council / January 26, 2016 <br />Page 5 of 13 <br />
