Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Johns, <br />Kuzma, and Riley. Voting No: None. Absent: Councilmember Williams. <br />5. APPROVE AGENDA <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to approve the agenda as <br />presented. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, <br />LeTourneau, and Shryock. Voting No: None. Absent: Councilmember Williams. <br />6. PUBLIC HEARING <br />6.01: Public Hearing to Consider Adoption of Resolution #16-01-030 Accepting Feasibility <br />Report and Ordering Plans and Specifications for Improvement Project #16-00, <br />Division C; Andrie Street and 164th Lane Reconstruction <br />Presentation <br />City Engineer Westby reviewed the staff report and the recommendation that City Project No. <br />16-00 Division C is feasible, necessary and cost-effective from an engineering standpoint and <br />therefore also recommends that the City Council accept the preliminary residential special <br />assessment rate of $9,150 per lot and adopt Resolution #16-01-030 accepting the revised <br />Feasibility Report and ordering the plans and specifications. <br />Councilmember LeTourneau referenced the off -road portion of the trail, which would have a cost <br />upwards of $250,000 and asked if there is a way to compare that to the cost associated with <br />constructing the on -road portion. <br />City Engineer Westby stated that the cost would be $200,000 more than the on -road bike trail <br />option. <br />Councilmember LeTourneau asked for additional information regarding the Public Works <br />Committee recommendation to have an on -road bike trail. <br />City Council / January 26, 2016 <br />Page 4 of 13 <br />
