Mr. Goodrich noted that the easement along the western boundary of Voltin's <br />and Schulte's southern parcel is a private driveway easement and not a <br />public roadway easement. <br /> <br />The Commission reviewed the sketch plans. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Howell to <br />recommend that City Council approve of the sketch plans for Voltin's Oak <br />Hill Estates 2nd Addition and Rambosek's Red Oaks which would include <br />variances to street frontage and a preferred southern access from Cty. Rd. <br />#5. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Hendriksen, LaDue, Holm, Howell and Terry. Voting No: None. <br /> <br />Case #3: <br /> <br />Request For Preliminary Plat Approval Of Flintwood Hills <br />~h A44ition: Case Of Mr. Dick Carson: <br /> <br />Ms. Norris stated that according to the Comprehensive Plan, one of the <br />lots in this plat is zoned for commercial development and the other two <br />were zoned for quad units. In the Flintwood II PUD, these lots were <br />platted as outlots and records are not totally explicit, but refer to <br />commercial or quad family housing as intended future uses of these lots. <br /> <br />Discussion ensued regarding the meetings between citizens, staff, Council <br />and Planning and Zoning regarding the Flintwood II proposal and Chairman <br />Zimmerman stated that it seems the meetings were not official and no <br />minutes were taken. Commissioner Hendriksen stated that he attended that <br />meeting as a member of P&Z; he received no salary for attending; people <br />were under the impression official business was being conducted; Mayor <br />Gamec was present; purpose of the meeting was to resolve concerns and <br />promises were made. <br /> <br />Mr. Goodrich stated that items agreed to at that particular meeting would <br />have been brought back to an official city meeting to be acted upon. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Hendriksen to <br />table any action regarding Mr. Dick Carson's request for preliminary plat <br />approval of Flintwood Hills 5th Addition until the next Planning and Zoning <br />Commission meeting and request that in the interim, staff prepare an <br />indexed chronological history of the Flintwood II PUD approval for the <br />Commission's review. Mr. Goodrich suggested that Mr. Stan Data and Mr. <br />Dick Carson present the Commission with their written recollection (by <br />December 21) of discussions between developers, city and citizens. Mr. <br />Carson noted that a lot of issues were agreed upon at these meetings; <br />brought back to Council; and incorporated into the final formula for <br />approving Flintwood II. Mr. Carson requested a copy of the chronological <br />history leading up to the approval of Flintwood II. Mr. Data stated that <br />as he recalls, the citizens were not in favor of developing these subject <br />lots with apartments or quad homes but nothing was ever firmly resolved and <br />the three lots were labeled as outlots. <br /> <br />Motion carried.
