Voting No: None. <br /> <br />Case #4: Cpnsider Amendment To Chapter 110 Of The City Code Regarding <br /> R~gulations For Keeping Vicious Dogs: <br /> <br />Mr. Goodrich stated that the intent of the ordinance amendment is to give <br />the City better ability to constrol situations where the animal is <br />causing injury to other animals or persons. As examples, Mr. Goodrich <br />presented copies of such an ordinance in Coon Rapids and Appendix A which <br />is recommended by the American Dog Owners Association. <br /> <br />Sheila Hoffard - Stated that requiring muzzling of dangerous dogs would be <br />good provision to have in the ordinance. <br /> <br />Commission consensus was that the definition for 'dangerous dog' will the <br />same as what is used in Appendix A. <br /> <br />Commissioner Hendriksen stated that his opposition to the proposed <br />ordinance is that an arbitrary action, with no facting finding involved, <br />places the owner of a dog in the position of having to prove himself not <br />guilty. <br /> <br />Consensus was that a better ordinance would include parts of Ramsey's <br />existing ordinance, Appendix A and parts of Coon Rapid's ordinance. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Howell to <br />table any action until the next Planning and Zoning meeting. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Hendriksen, LaDue, Holm, Howell and Terry. Voting No: None. <br /> <br />Case #5: Consider Amendment To Section 110.07 Of Th~ City Code <br /> Regarding Regulations For Keeping Horses: <br /> <br />Ms. Norris presented copies of the amended dr aft of Section 110.07 <br />regarding the keeping of horses. <br /> <br />It was determined that the term 'pasture' will not be used in the <br />ordinance; such area will be referred to an 'an enclosed area available for <br />use in which horses are able to roam'. <br /> <br />Commissioner Hendriksen stated the ordinance language should not preclude <br />those arrangements where there would be more than one pasture. <br />Commissioner Hendriksen stated that there should also be language added to <br />the horse and the dog ordinance stating that when animals are found to be <br />at large, a reasonable attempt will be made to contact the owner. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Hendriksen to <br />continue the discussion regarding amendments to the ordinance regarding <br />regulations for keeping horses until the next Planning and Zoning meeting. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Hendriksen, LaDue, Holm, Howell and Terry.
