Mr. Carson stated that he plans to limit the number of accesses onto <br />Industry Avenue while maintaining separate ownership of the 3 parcels, <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Hendr iksen to <br />recommend that Mr. Carson proceed to the preliminary plat and public <br />hearing stage for his proposal for Outlots M and N of Flintwood 2nd <br />Addition. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />LaDue, Holm, Terry and Hendriksen. Voting No: None. Absent: <br />Commissioner Howell. <br /> <br />Case #4: Con~ider Amendment To Chapter 110 Of The City Code Regarding <br /> Regulations For Keeping Horses: <br /> <br />Commissioner Shumway stated that he has contacted councilmembers and they <br />seem to feel that the least amount of acreage that should be required to <br />keep horses is 2.5. Commissioner Shumway noted that the current ordinance <br />was based on ordinances from more densely populated areas in the eastern <br />and western U.S. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Shumway to <br />incorporate the following revisions into the proposed horse chapter and <br />place it on the regular December meeting agenda for review: <br /> <br />Under Acreage Requirements - Rewrite to indicate that up to 2 horses <br />may be kept on parcels at least 2.5 acres in size; up to 4 horses may <br />be kept on parcels at least 2.6 acres in size; there is no limit to <br />the number of horses that may be kept on parcels at least 5 acres in <br />size; properties will only be allowed to keep more than 5 horses if a <br />pasture of at least 2.5 acres can be provided. <br /> <br />Under Rodent And Insect Control - Add language indicating that weekly <br />maintenance of manure will be required when horse density exceeds one <br />horse per 1/2 acre of pasture. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />LaDue, Holm, Terry and Hendriksen. Voting No: None. Absent: <br />Commissioner Howell. <br /> <br />Case #2: <br /> <br />Consider Amendment To Sgqtign 17.0.017 Of Th~ City Code <br /> Establishing Performance Standards For. Grading., Mining And <br /> Excavating Onerations: <br /> <br />Mr. Goodrich stated that in regards to the proposed amendment to establish <br />performance standards for grading, mining and excavation, Mr. Raudio has <br />expressed concern with there being no grandfather clause and Mr. Bud Sauter <br />disagrees with the 3 year renewal clause, fee requirements, and exports <br />permits, when required, considered separate from grading permits and not <br />addressed in the platting process. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to <br />recommend that City Council adopt the proposed amendment, revised as <br /> <br />Page 5 of 6 <br /> <br /> <br />
