PLAlqNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, October 6, 1987 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Hamsey, Minnesota regarding the proposed amendment to Chapter <br />110 of the City Code establishing regulations and zoning districts for <br />keeping wild animals. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairntan <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br />Mr. Roy Shumway <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br /> <br />Members Absent: Mr. Jim Holm <br /> <br />CALI. TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:28 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Tom Guyer - 15408 Sunfish Lake Blvd. - Stated that he objects to a lot of <br />requirements in the proposed ordinance. Inquired why the city is requiring <br />licensing when a state license is required to keep wild animals; who <br />inspects the soundness of the enclosure confining the animal; do city <br />officials have the expertise to address the keeping of wild animals. Mr. <br />Guyer noted that game wardens inspect before state licenses to keep animals <br />are issued and his enclosure for his bear was determined to be good. <br /> <br />Chairman Z:immerman reminded Mr. Guyer that this proposed ordinance is not <br />aimed at him but rather as a safety measure for the public in general. <br /> <br />Mr. Guyer stated that a lot of the proposed requirements make it impossible <br />to have a wild animal in Ramsey. Mr. Guyer disagreed with the city <br />duplicating the license procedure and cost imposed by the state for the <br />keeping of wild animals. <br /> <br />Chairman Zimmerman stated that the city licensing process would give the <br />city some control and knowledge of wild animals being kept in the <br />community · <br /> <br />Mr. Goodrich stated that he will research just how much duplication there <br /> P & Z/Public Hearing/October 6, 1987 <br /> <br />Page 1 of 2 <br /> <br /> <br />
