operation.' <br /> <br />Item #16 should read as follows: 'That access to the subject property <br />will be from U.S. Highway 10 and/or County Road 116 and these accesses <br />are subject to approval by Burlington Northern, Anoka County, City of <br />Ramsey and Minnesota Department of Transportation.' <br /> <br />Item #18 should read as follows: 'That in a letter dated August 24, <br />1987, Joseph and Mary Jo Sentyrz, 6740 Highway #10 N.W., stated that <br />they are opposed to the Applicant's request because of concerns <br />regarding potential health hazards posed by the proposed use, increase <br />in truck traffic on Highway 10 and odors.' <br /> <br />Item #9 wording will depend on FAA's determination. <br /> <br />Commissioner Hendriksen stated that if there is a chance the case will be <br />tabled, he would like Ms. Norris to do a video of the Maple Grove operation <br />and obtain objective opinions regarding any complaints of that operation. <br /> <br />Ms. Norris stated that she did talk to Bob Kirchner at Anoka and the only <br />complaints he has received about the operation is the noise from back-up <br />alarms on the trucks and nothing about air quality. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Hendriksen to <br />table any action on this case until the next regular Planning and Zoning <br />Commission meeting when information from FAA, the video of the Maple Grove <br />plant and comments from Maple Grove city staff regarding any resident <br />complaints should be available. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Howell, <br />Hendriksen, Terry, LaDue and Shumway. Voting No: None. Absent: <br />Commissioner Holm. <br /> <br />Case #2: Request For .Conditional Use Permit To Operate Welding And <br /> Rep~ Business From Home; Case Of Mr. Joseph J. O'Learv: <br /> <br />The Commission reviewed the proposed findings of fact. <br /> <br />Ms. Norris noted that the criteria established for considering approval of <br />a home occupation conditional use permit is no exterior visible signs of a <br />business, no deliveries to the property, no employees other than those <br />residing in the principal structure, home occuption will consume no more <br />than 20% of the principal structure. <br /> <br />Mr. O'Leary stated that his request complies with all criteria named by Ms. <br />Norris and added that 90% of his work is on a contract basis at Valley <br />Fair. <br /> <br />Mr. Goodrich stated that the permit cannot be granted if a fire hazard will <br />be commenced by it or it will adversely affect neighboring property values <br />or it will be a nuisance because of excessive traffic, noise and odor. <br /> <br />Chairman Zimmerman noted that during the public hearing, all of Mr. <br /> Planning & Zoning Commission/October 6, 1987 <br /> <br />Page4 of 8 <br /> <br /> <br />
