Chairman Zimmerman inquired if there are adequate Class I soils for all <br />lots. <br /> <br />Mr. Caine replied that there are adequate Class I soils; the City <br />requirements are that 25% of each lot has Class I soils. <br /> <br />Ms. Norris stated that the soil borings are dated June 19, 1987. <br /> <br />Commissioner Hendriksen requested an explanation of drainage requirements; <br />whether ponding areas are required or the drainage is allowed to drain into <br />a brook or ditch. <br /> <br />Chairman Zimmerman inquired if the drainage from the subdivision will add <br />to the drainage problem to the south. <br /> <br />Mr. Caine replied that he did not believe the drainage would create <br />problems to the south because the subdivision would drain into a large <br />swampy area that goes to Ford Brook. Mr. Caine stated he is not sure of <br />the City's policy regarding ponding areas versus draining into ditches but <br />he believes the decision depends on the location of the property and the <br />topography of the subdivision. <br /> <br />Commissioner LaDue stated that the City Engineer notes that the subdivision <br />is part of the Ford Brook Floodway and that the City needs drainage <br />easements to insure adequate drainage. <br /> <br />Chairman Zimmerman commented that there is a large swamp adjacent to the <br />plat; the plat will not affect that swampy area as it is not a buildable <br />area anyway. <br /> <br />Commissioner Mendriksen stated that he is concerned with the water and <br />drainage problems experienced last year and also concerned that the <br />Commission is not being consistent in the way it requires drainage. <br /> <br />Commissioner LaDue stated that he feels the Commission has been consistent; <br />ponding areas are required where there is no natural outlet available. <br /> <br />Commissioner Hendriksen stated that there should be some criteria for <br />determining whether a ponding area is adequate. <br /> <br />Commissioner LaDue noted that the fact you cannot build on a drainage <br />easement should resolve Commissioner Hendriksen's problem. <br /> <br />Commissioner Hendriksen stated that the proposed subdivision would be <br />adding impervious surface to the area and would assume there is some place <br />for all the additional runoff to go; how did the engineer determine that <br />Bauer was not responsible for providing ponding areas on the site? <br /> <br />Commissioner LaDue stated that the Commission has to rely on the City <br />Engineer's review and recommendation. <br /> <br />Mr. Caine reiterated he believes the ponding areas depend on availability <br /> Planning & Zoning/July 7, 1987 <br /> <br />Page 5 of 9 <br /> <br /> <br />
