of natural outlets and the capacity of the outlets and runoff projections.

Motion by Commissioner Hendriksen and seconded by Commissioner Shumway to
table action on Mr. Bauer's request until:

1. The Park Commission has reviewed the proposed subdivision with
respect to park dedication requirements.

The drainage issue can be resolved. The Commission would like a
statement from the City Engineer regarding what he looks for in
terms of drainage and the rationale for not requiring ponding
areas in Bauer's proposed subdivision.

3. The items in #5 of the City Engineer's letter have been provided.

Further Discussion: Mr. Caine stated that the City Engineer had reviewed
the drainage and seemed to think it was satisfactory. Chairman Zimmerman
noted that Burns Township and the County needs to review the plat as well.
Chairman Zimmerman stated that the Commission did not feel comfortable
proceeding without input from the Park and Recreation Commission regarding
park dedication requirements; in addition, both Ramsey and Burns Township
and Anoka County must approve of the plat prior to the recording of it.
Chairman Zimmerman also stated that he would like to review the soil boring
information to be sure that there is 6 feet above the water table and that
a building site exists on each lot. Mr. Caine inquired if the Commission
had any objections to granting a variance to lot width and access onto Cry.
Rd. #7 for the one lot. The Commission stated it had no problems with a
variance for lot width and access.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen,
Shumway and LaDue. Voting No: None. Absent: Commissioners Howell and
Holm.

Case #3: Request For Conditional Use Permit To Sell Handcrafted Items
And Collectibles From Rome; Case Of Ms. M~y Ellen

Ms. Walsh was present and stated she would like to sell merchandise she
makes from her home; she would also like to sell collectibles; she would
only be open limited hours with 2 or 3 sales a year plus appointments at
other times. Her property is 8-1/2 acres in size.

The Commission noted that over the years, similar requests have been denied
by City Council.

Motion by Commissioner Hendriksen and seconded by Commissioner Shumway to
recommend adoption of the findings of fact relating to Ms. Walsh's request
for a conditional use permit.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen,
LaDue and Shumway. Voting No: None. Absent: Commissioners Howell and
Holm.

Motion by Commissioner Hendriksen and seconded by Commissioner Shumway to
Planning & Zoning/July 7, 1987
