Absent: Commissioners Howell and <br />Holm. <br /> <br />~se ~5: Request For Conditional Use Permit To Construct An Adv~r~$sing <br /> Sign; Case Of Mr. Jim Franklin: <br /> <br />Mr. Jim Franklin was present requesting a conditional use perm it to <br />construct an advertising sign on Hwy. #10. <br /> <br />Chairman Zimmerman inquired as to which advertisers would be using the <br />billboard. <br /> <br />Mr. Franklin stated that he did not know who the advertisers would be but <br />he does not advertise liquor or cigarettes; the sign would most likely <br />advertise products, restaurants and motels and directions to those places. <br />He would offer advertising to local businesses first and he is leasing the <br />property from Jack Kovar. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner LaDue to <br />recommend adoption of findings of fact relating to Mr. Jim Franklin's <br />request for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue and Shumway. Voting No: None. Absent: Commissioners Howell and <br />Holm. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to <br />recommend approval of Mr. Jim Franklin's request for a conditional use <br />permit to construct an advertising sign. <br /> <br />Further Discussion: Chairman Zimmerman noted he is not in favor of <br />advertising signs on Hwy. #10 while the Highway #10 Study is in progress to <br />look at ways to clean up Hwy. #10. Mr. Franklin commented that his request <br />is for only one sign. Chairman Zimmerman stated the City should have a <br />policy regarding advertising signs. Mr. Frankling commented that if the <br />sign is well maintained it should not be an eyesore; the City could <br />regulate the minimum distance between advertising signs on the same side of <br />the highway. Commissioner Hendriksen requested that condition #3 reference <br />a photograph of one of Franklin's existing signs for proper maintenance. <br />Commissioner LaDue suggested that a photo of one of these signs be attached <br />as an exhibit to the conditional use permit. Commissioner Shumway noted <br />that he was in agreement with many points; that he is concerned that this <br />case will set a precedence for permitting other advertising signs along <br />Hwy. #10.
