Voting No: None. <br /> <br />The Commission recessed at 9:35 p.m. <br /> <br />Chairman Peterson called the meeting back to order at 9:50 p.m. <br /> <br />Request For A Conditional Use Permit To Extract Aqqregates <br /> h~ld Establish A Bituminous Asphalt Operation In The I-1 <br /> Industrial District~ Case Of Barton Sand And Gravel Company: <br /> <br />Ms. Norris stated that the applicant has requested that the Commission <br />table this case. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to <br />table this case per the applicant's request. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, <br />Deemer, Shumway, LaDue, Hendriksenand Howell. Voting No: None. <br /> <br />Discussion Reqardinq Information From City Enqineer: <br /> <br />The Commission reviewed memorandum from City Engineer dated March 3, 1987 <br />regarding policy on drainage and temporary and permanent dead end and cul- <br />de-sacs. <br /> <br />Commissioner Hendriksen inquired if the formula for calculating required <br />drainage area is based on the highest or average water table. <br /> <br />Commissioners Deemer and Zimmerman replied that the formula is based on the <br />highest known water t~ble. <br /> <br />Commissioner Deemer stated that he doesn't think it is necessary to require <br />variances to cul-de-sac and dead end street lengths when they are temporary <br />in nature and provided to accomodate future development. Suggested that <br />the ordinance be amended to say that variances for temporary cul-de-sacs <br />are a given if it part of an approved plat and intended to provide access <br />to future development. Such an amendment would encourage developers to <br />carry their roads through to subsequent parcels. <br /> <br />Ms. Norris stated that Commissioner Deemer's suggestion is, for the most <br />part, an existing policy of council. <br /> <br />Commission consensus is that for measurement purposes, cul-de-sac origins <br />shall be from the nearest intersection and the policy for granting <br />variances to cul-de-sac lengths that accomodate future development shall <br />continue. <br /> <br />The Commission proceeded to briefly discuss the issue of one-access plats. <br /> P & Z/March 19, 1987 <br /> <br />Page 7 of 9 <br /> <br /> <br />
