lake.

Dennis Peck, representing Northfork, Inc. was present and stated that the
Environmental Impact Statement was approved by the City last year and the
EIS included a review drainage and the second lake in the develo~nent. Mr.
Peck also con~nented that approximately 2 million yards of sand would be
excavated over time to create the lake. Mr. Peck commented that he had
presented the overall park plan to the City and he would like to see the
manmade lake restricted to use by residents of North Fork. The developers
will try to minimize the impact to the existing residents in the
development by not having fill hauled on internal streets in the
development.

Mr. Wrench - Requested whether the conditional use permit was open-ended or
had an expiration date.

Mr. Peck - Replied that it could be open-ended unless there were complaints
and he assumed that the City would complete periodic reviews and request
the developers to supply a bond.

Chairman Peterson agreed that a bond would be required guaranteeing
completion of the project.

Mr. Wrench - Inquired as to who would insure compliance with the
conditional use permit.

Chairman Peterson replied that if the conditional use permit was issued
with an expiration date, Northfork could request an extension or renewal,
but there would have to be a new public hearing for the extension of that
permit.

Mr. Wrench - Inquired as to what the bond would be for.

Chairman Peterson replied that the bond would be for restoration and to
assure the completion of the project.

Mr. Peck - Noted that excavation would be limited by the City to 5 acres at
one time and that the lake would be excavated in sections.

David Shapell - 9325 164th Lane N.W. - Inquired as to how the slopes would
be controlled as the lake was being excavated.

Mr. Rehbein - Replied that the City will only allow slopes that are not
steeper than 4:1.

David Shapell - Inquired if an exact location for the lake has been
selected.

Mr. Rehbein - Beplied that soils and materials will dictate exactly where
the lake will be located.

Mr. Wrench - Inquired whether the material that is being excavated would be
all~ed to accumulate.

Mr. Rehbein - Replied that material would only be accumulated if it was
necessary to let water drain out of it; otherwise, material will be moved
P&Z Public Hearing/March 3, 1987
