zoned Industrial and such an operation would be a permitted use. Barton is
willing to construct any turn lanes needed for safer access to the site.
Barton Sand and Gravel is concerned about the communities they have
operations in and makes every attempt to take an active part in and work
with those communities.

Bob Miller - 14726 Ramsey Blvd. - Stated that he has a two-story home on
elevated property and the berming and planting of young trees proposed by
Barton may not serve it's purpose where his property is concerned for a
number of years.

Gary Sauer replied that larger trees could be planted in that area to get a
head-start on effective screening.

Bob Miller - Referred to layouts of the operation and asked how high
stockpiles get.

Gary Sauer stated that the layout scale would indicate 50' stockpiles but
he doubts they ever get that high.

Bob Miller - Inquired if a majority of the truck traffic would be using
Industry Avenue or or Ramsey Blvd.

Gary Sauer replied that both Ramsey Blvd. and Industry Avenue would be used
for hauling materials into the site.

Vic Bunis - 7101 149th Lane - Inquired as to the amount of truck traffic
there would be.

Gary Sauer replied that their estimates show 360,000 tons of materials
entering and leaving the property in the 8 month construction season; at 20
tons per truckload, truck traffic would amount to 2,250 trucks/month or 112
trucks/day or 14 trucks/hour or 1 truck/4 minutes.

Vic Bunis - Inquired if the asphalt plant is designed to be a long-term
operation.

Gary Sauer replied that it is.

Vic Bunis - Inquired as to why City Council would allow the development of
an asphalt plant when they are trying to force an airport in that would
involve putting a road right through the middle of the Barton property.

Chairman Peterson stated that the airport improvements are being studied
and until a decision is made to proceed with the improvements, Barton Sand
and Gravel has every right to make use of their land.

Ms. Norris stated that Council is not committed to expanding the airport;
public hearings regarding airport zoning are scheduled for March 11.

Vic Bunis - Inquired how much it will cost the City to acquire the Barton
property if the airport is approved after Barton has been given approval to
develop.
P&Z Public Hearing/March 3, 1987
