Commissioner Deemer stated that the cost to acquire Barton property after <br />it is developed will probably amount to the same amount it would cost the <br />City to acquire the property now, which is what the City w~ have to do <br />if they deny Barton Sand and Gravel the right to make/use of their <br />property. ~~' ~, ~ <br /> <br />Keith Sauer - 16045 Ironstone - Stated that he lives in Ramsey and plans to <br />for the rest of his life and even though Gary Bauer is his brother, he too <br />does not want anything to develop that would look bad but he knows that his <br />bro%her pays attention to the concerns of the community he is working in. <br />Area junk yards, like Schwartzman's, is more of an eyesore than an asphalt <br />plant would be; Gary will build a plant that will be an asset to the <br />community. <br /> <br />Tony Scattarelli - 7070 149th Lane - Inquired as to why Barton is going <br />through the expense to move just two miles from their existing operation <br />(former H&S Asphalt site). <br /> <br />Gary Sauer replied that Barton is leasing the H&S site and that lease <br />expires next year. <br /> <br />Jim Douthitt - 7100 149th Lane - Stated that his property abuts the Barton <br />site on the north and inquired as to how drainage off the proposed berm <br />would impact his property and the time frame for beginning construction. <br /> <br />Gary Sauer replied that water within the facility will remain on the <br />property; drainage off the other side of the berm is still a few feet <br />within Barton property boundaries; water not absorbed on the property will <br />flow to the swampy area to the east. Aggregate removal and site <br />preparation would begin prior to building construction. Barton will <br />accomplish all aesthetic items prior to constructing the plant building. <br />Barton expects plant operations to begin late 1987 or early 1988. <br /> <br />Jim Douthitt - Stated he is concerned that runoff from the berm will <br />saturate his drainfield. <br /> <br />Gary Sauer noted that the berm and surrounding area is soil and vegetation <br />that absorb water unlike asphalt which creates drainage problems; runoff <br />from the berm should not affect Mr. Douthitt's septic system. <br /> <br />Kathy Byrnes - 7000 149th Lane - Inquired as to noise and odor levels <br />associated with the asphalt operations. <br /> <br />Gary Sauer replied that there are times when odors are noticeable if you <br />are very neary the plant; 200'-300' away, odors are not noticeable. Sixty <br />percent of prevailing winds are from the northeast and the adjacent <br />residential area should not be affected by odors. <br /> <br />Kathy Byrnes - Stated noted that here area is already exposed to noise and <br />odors from the landfill. <br /> <br />Chairman Peterson stated that he talked to residents near the existing <br /> P&Z Public Hearing/March 3, 1987 <br /> <br />Page 3 of 6 <br /> <br /> <br />
